Title: IT Project Manager

Job Summary
  • Responsible for managing the full lifecycle of Digital, Strategy, and Technology (DST) projects, including requirements gathering, initiation, planning, execution, monitoring, controlling, closing, and customer service handover while acting as the primary interface to the project sponsor and/or project steering committee. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.

Essential Duties/Responsibilities:
  • Manages projects to ensure successful and consistent delivery of business value, scope, budget, and schedule for each project. May assist and/or facilitate in building the product backlog and product roadmap for business and product owners;conducts product refinement meetings as needed.
  • Performs requirements gathering, requirements documentation, and requirements document assessments to ensure sound project fundamentals, clear goals, and desired outcomes.
  • Authors and communicates project documentation using the prescribed PMO systems and tools, including charter, scope statement/plan, schedule, work breakdown structures, network diagram, risk management, budget, dashboard reporting, and related documents.
  • Assists leadership with developing statements of work and necessary documents for request for proposal(RFP) procurement processes. Defines clear deliverables necessary to meet that project objectives.
  • Assists in team development while holding teams accountable for their commitments, removing roadblocks to their work, and leveraging organizational resources to improve capacity for project work.
  • Estimates resource requirements for all work packages and project deliverables and manages resources throughout the project lifecycle.
  • Prepares and maintains project schedule and work breakdown structure diagram.
  • Manages project progress continuously and conducts project meetings.
  • Identifies and manages project risks and implements risk management plans in accordance with departmental standards.
  • Prepares and delivers professional stakeholder communications and implements stakeholder management plans.
  • Manages project scope and project change requests;appropriately controls scope creep.
  • Implements project quality plans and ensures project quality standards are being met. Reviews deliverables and accepts project deliverables.
  • Assists leadership with developing project budgets and managing project cost tracking.
  • Prepares and executes organizational change management plans.
  • Consistently and professionally communicates project progress, status, and risks to stakeholders, peers, supervisors, and the DST senior management team.
  • Performs other duties as required.

Supervision Exercised: This classification does not have supervisory authority;however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.
Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Qualifications: Knowledge, Skills & Abilities
  • Strong knowledge of project management processes and best practices.
  • High level of knowledge and expertise with Microsoft Office Suite.
  • Strong organizational skills and a high attention to detail.
  • Strong written and verbal communication skills. Ability to write and produce clear and concise written reports with attention to grammar, spelling, and punctuation.
  • Ability to successfully interact and sustain a working relationship with stakeholders, sponsors, and technical team members. Ability to provide excellent customer service.
  • Ability to manage project stakeholders with respect, tact, and diplomacy.
  • Maintain regular and punctual attendance.

Required Education & Experience
  • Bachelor’s degree in project management, business administration, computer science, information systems, or a related field. Four years of related professional experience may substitute for the required degree.
  • Three years of experience managing complex, high-risk, multidisciplinary projects of similar scope in a large enterprise-scale environment.

Licenses/Certificates
  • Must possess and maintain a valid driver's license.
  • Project Management Professional (PMP) certification issued by Project Management Institute preferred.
