IT Portfolio Manager Strategy & Financial Management (Hybrid, Roseville, CA or Houston, TX)

We are looking for an IT Portfolio Manager to support the strategy and financial management for a global high tech company. This role integrates portfolio planning, investment governance, and financial stewardship to ensure IT initiatives deliver business value and remain aligned with enterprise priorities. The role ensures initiatives are strategically aligned, resourced, funded appropriately, and supported by accurate portfolio data.

This is an 8-month contract (possible extensions), 40 hours per week, hybrid role based in Roseville, CA, or Houston, TX.

This is a W2 role as a Stage 4 Solutions employee. Health benefits and 401K are offered.

Responsibilities

• Collaborate with IT and business stakeholders to intake, evaluate, and prioritize initiatives.
• Facilitate annual and quarterly planning cycles using Run/Grow/Transform and Lean Portfolio Management frameworks.
• Lead portfolio governance forums, including investment councils.
• Maintain unified portfolio views with dashboards and reporting on delivery health, risks, and dependencies.
• Partner with Finance to support budgeting, forecasting, and cost tracking.
• Monitor committed and forecasted spend against strategic targets.
• Define and track KPIs, value metrics, and outcomes across programs and products.
• Conduct post implementation reviews to assess business impact.
• Build strong relationships with IT, Finance, and business leaders.
• Act as a change agent for governance practices and portfolio management standards.

Requirement

• 5+ years of experience in IT portfolio management, technology investment management, or IT financial management.
• Expertise in budgeting, forecasting, and variance analysis.
• Hands on experience with ServiceNow SPM or comparable platforms.
• Strong executive communication and decision support capability.
• Bachelor's degree in finance, business, IT, economics, or related field.
