DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The IT Lead serves as the senior technical resource for the Houston Police Department (HPD), overseeing daily IT operations, supporting mission-critical public safety systems, and ensuring the reliability, security, and performance of technology used by patrol divisions, dispatch/communications, investigative units, specialized operations, and administrative staff.
This role provides hands-on technical leadership, mentors IT staff, and collaborates closely with HPD command staff to ensure technology solutions align with operational police needs, compliance requirements, and public safety standards.
RESPONSIBILITIES
Provide day-to-day technical leadership for the HPD IT team, including prioritizing tasks, assigning work, and overseeing project execution.
Maintain high availability and performance of mission-critical systems including:
CAD/Mobile Data Terminals (MDTs) for officers
RMS (Records Management System)
Body-worn camera docking/workstation systems
In-vehicle computing platforms and tablets
Manage computer systems across HPD substations, investigative bureaus, administrative divisions, and specialized units.
Oversee incident response for IT outages affecting MDTs, RMS access, evidence systems, dispatch technologies, and other critical police applications.
Collaborate with HPD command staff, Communications Division leadership, and HITS teams to support technology initiatives and ensure alignment with city standards.
Lead and participate in modernization efforts including cloud migration, hardware lifecycle upgrades, system integration projects, and PC Refresh initiatives across police facilities.
Develop, maintain, and improve documentation for systems, configurations, and operational procedures.
Mentor junior IT staff and participate in skill development, performance feedback, and training plans.
Coordinate with vendors, service providers, CJIS-compliant technology partners, and law-enforcement-specific system vendors.
Participate in required on-call rotation to support 24/7 public safety operations.
Position requires driving to perform duties.

MINIMUM REQUIREMENTS
EDUCATION:
Requires a Bachelors degree in Computer Science, Management and Information Systems (MIS) or a closely related field.
Information systems-specific technical certifications may be substituted for 1 year of either the education or the experience requirement, as applicable.
Related professional Information Systems experience may be substituted for the education requirement on a year-for-year basis.
EXPERIENCE:
At least six (6) years of technology experience supporting IT infrastructure including networks, security, and hardware.
System-specific technical certifications will often be required. System specific technical certifications may be considered for substitution for 1 year of experience.
A Master's degree in Computer Science, Management and Information Systems (MIS) or a closely related field may be substituted for two years of the experience requirement.
LICENSE
A valid Texas Driver License and compliance with the City of Houston's policy on driving (AP 2-2).
