Job Title: IT Healthcare Consultant – Development Tools Administrator – Project Lead (11335)
Location: Columbia, SC 29201 (Hybrid – Minimum 2 Days Onsite per Week)
Duration: 12 Months (Possibility of Extension)
Interview Process: 1 Round – Virtual/Online
Candidate Location Requirement: Must be a South Carolina resident or willing to relocate to South Carolina at their own expense prior to start date. 100% onsite candidates are highly preferred.

Key Responsibilities

  • Administer, configure, and maintain Jira, Confluence, Bitbucket, Bamboo, and related Atlassian tools.
  • Design and implement workflows, permission schemes, templates, dashboards, and automation solutions.
  • Develop and manage Jira Automation and ScriptRunner-based automations.
  • Create advanced JQL filters, reports, and executive dashboards.
  • Monitor platform performance, system health, security, and compliance.
  • Manage user access, permissions, and role-based security controls.
  • Support Atlassian integrations with ITSM systems, CI/CD pipelines, Microsoft Teams, Outlook, and external platforms.
  • Lead cloud migrations, instance consolidations, platform upgrades, and business continuity initiatives.
  • Install, configure, and manage plugins and extensions.
  • Provide technical support, consultation, and training to end users.
  • Develop operational documentation, procedures, runbooks, and governance standards.
  • Participate in change management processes and support incident management activities.
  • Coordinate testing and deployment of platform upgrades and enhancements.
  • Evaluate and recommend process improvements to optimize Atlassian platform usage.

Required Skills & Experience
  • Bachelor's degree in a related field or equivalent experience.
  • 5+ years of Jira administration, configuration, usage, and maintenance.
  • 5+ years of Confluence administration, configuration, usage, and maintenance.
  • 5+ years of configuring Atlassian products based on business requirements documentation.
  • 2+ years of experience creating and managing automated tasks and scripting.
  • 2+ years of experience with complex JQL filtering and custom dashboard development.
  • Experience completing at least one successful Jira/Confluence migration or instance consolidation.
  • Familiarity with Atlassian ecosystem tools including:
    • Bamboo
    • FishEye
    • Bitbucket
    • Git Integration for Jira
    • Requirements Traceability
    • Xray Test Management
  • 2+ years of experience implementing Jira and Confluence upgrades.

Preferred Qualifications
  • Atlassian Certifications.
  • Experience documenting processes, procedures, SOPs, and runbooks.
  • Experience configuring solutions from business requirements documents.
  • Experience with application monitoring and alerting tools.
  • Experience conducting User Access Reviews and role-based access management.
  • Experience working within enterprise change management environments.
  • Experience presenting changes and releases to Change Approval Boards (CAB).
  • Experience with Atlassian Rovo.
  • Experience integrating Atlassian tools with CI/CD, ITSM, identity management, and reporting platforms.
