POSITION SUMMARY

Under general supervision, performs daily work assignments for the IPRA Division of the City Clerk's Office in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS

Required:

  • High school diploma or GED;
  • Two (2) years of supervisory experience;
  • Three (3) years of experience in an administrative position in an office environment;
  • Three (3) years of customer service experience;
  • Two (2) years of Inspection of Public Records Act experience;
  • Two (2) years of records management experience;
  • Valid New Mexico Driver's License, or the ability to obtain within sixty (60) days of employment, with a driving record acceptable to the City of Alamogordo;
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Desired:

  • Associate Degree in Business Administration or related field;
  • New Mexico Inspection of Public Records Act (IPRA) experience;
  • City and State regulations related to the storage and retention of City records.
  • Operations, services, and activities of a complex records management system; and
  • Electronic imaging experience.

PRIMARY DUTIES AND RESPONSIBILITIES

Essential Duties

  • Supervises direct-report staff by coordinating, assigning, and reviewing the work activities of the IPRA Specialists to ensure compliance with policies and procedures;
  • Mentors IPRA Specialists to full potential and ensures appropriate training is given to meet the standards of the position held;
  • Provides input to the City Clerk on employee evaluations, introductory and annual; and may make recommendations for hiring, promoting, and releasing employees;
  • Provides input to the City Clerk on corrective actions, as necessary, according to the Employee Manual and/or applicable bargaining unit agreement;
  • Reviews and evaluates the IPRA Specialists' performance metrics, including, but not limited to, work productivity, efficiency, and public records request management; meets with assigned staff to identify and resolve problems;
  • Performs timekeeping tasks and manages time off requests of assigned staff;
  • Prepares and provides weekly statistical reports and status of public records requests to the City Clerk;
  • Delivers clear and concise quarterly and annual IPRA Division reports to the City Clerk;
  • Attends meetings with the City Clerk, Department meetings, and IPRA Division meetings;
  • Provides the City Clerk with IPRA law updates and changes;
  • Maintains the highest confidentiality regarding the requests and records;
  • Locates and preserves potential IPRA records relevant to legal notices of non-destruction of public records;
  • Manages the City's public records request portal, including, but not limited to, adding and removing staff users, updating message templates, and overseeing the workflow;
  • Provides information on the IPRA process and procedures to the public and City departments;
  • Processes requests for public records in compliance with the New Mexico Inspection of Public Records Act;
  • Works with highly sensitive records, such as, but not limited to, police videos and photographs regarding interviews, the depictions of a dead body, great bodily harm, and an individual's intimate body parts, and physical, mental, and medical treatment;
  • Trains IPRA Specialists to use the police video lapel software program and the video redaction software effectively;
  • Distributes public records requests daily within the IPRA Division;
  • Obtains the legal opinion from the City Attorney on IPRA laws and public records requests;
  • Assists IPRA Specialists when collaborating with Alamogordo Police Detectives to obtain ongoing, closed, and cold case record files that can be released to process requests for public records;
  • Ensures the IPRA Division is carrying out continuous communication with requesters;
  • Receives, responds, and resolves complaints from the public related to public records requests;
  • Receives mailed-in checks from requesters for payment of records, delivers them to the Finance Department for processing, and resolves issues directly with the public if checks cannot be processed;
  • Responsible for IPRA supply inventory management;
  • Makes IPRA-related purchases from petty cash following City standards;
  • Professionally greets the public in person and on the telephone;
  • Assists in maintaining the filing system for the City Clerk's office IPRA Division to oversee the auto deletion retention of records on the public records request portal, digital and hard copy records, to ensure records are kept and archived according to the New Mexico Municipal Retention Schedule;
  • Assists with day-to-day tasks involving the efficient operation of the Office of the City Clerk;
  • Safely operates a City vehicle;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Must obtain and maintain required license(s);
  • May be required to attend meetings and training outside of normal business hours;
  • Occasional out-of-town travel required for training;
  • Public speaking may be required:
  • May assist with the duties of other administrative positions as assigned;
  • Maintains the confidentiality of information obtained during the performance of duties; and
  • Performs such other duties as may be assigned.
