Position Overview

This position description sets out the essential duties and responsibilities of the position, details the knowledge, abilities, skills, licenses, certifications, education, and experience necessary to be successful in the role, and lists the equipment normally operated by, scope of supervision, and usual physical demands on the incumbent.

POSITION SUMMARY:

The Investigative Services Manager serves in the Pretrial & Investigative Services Department and reports to the Director of Pretrial & Investigative Services.

The Investigative Services Manager is responsible for providing support and assistance primarily in management and coordination of the Investigative Services Section. The Investigative Services Section is responsible for investigating and preparing reports on defendants in criminal cases before the court and for referring defendants to various services.

Summary of Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential duties and responsibilities of the position are as follows:

  • Oversees the operation of the Investigative Service Section by providing daily guidance and direction to the section supervisors.
  • Designs, prepares, reviews, and analyzes statistical data and information, monitors and evaluates trends, outcomes, and workloads, and, based on these observations, prepares reports and recommendations to improve the operation of the department and the court.
  • Prioritizes, delegates, schedules, and monitors work of direct support staff by providing guidance and training, approving leave requests to ensure adequate staff coverage, completing performance reviews, and initiating and participating in staff disciplinary hearings.
  • Provides occasional hands-on assistance and works occasional non-standard and weekend hours as required.
  • Travels to other court locations to support the needs of the court, department, and section.
  • Collaborates with the department director and other department managers, supervisors, and staff, in developing and documenting department strategies, policies, procedures, standards, and practices.
  • Acts on behalf of Director of Pretrial & Investigative Services as required.
  • Assists with the applications, audits, and performance reports for grant management.
  • Obtain and maintain Practitioner Certification through the Law Enforcement Automated Data System (LEADS).
  • Participates in training opportunities, court activities, projects, and committees as requested or required.
  • Completes other duties and responsibilities as required and assigned.

Minimum Qualifications and Requirements

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS:

  • Knowledge of: management principles; counseling; investigations; case management; community resources; administrative functions; Ohio Revised Code as it pertains to pretrial services and presentence investigations; budget management; court system procedures and processes; criminal justice system; and strategic planning.
  • Ability to: apply management principles to practical work situations; work independently; maintain good public relations as court representative; establish and maintain effective working relationships with associates and job contacts; maintain confidential, sensitive information; exhibit good organizational skills.
  • Skill in: oral and written communications; interviewing offenders and others; proofreading and editing reports; completing statistical reports; coaching and motivating staff; establishing a positive work environment; self-defense.

EDUCATION AND EXPERIENCE QUALIFICATIONS:

The position requires an appropriate combination of formal education, additional training and courses, and work experience. There is not an exact level or mixture of these elements to indicate one will necessarily be successful in, or qualify for, the position.

For example purposes only, an acceptable combination of qualifications is a bachelor's degree in psychology, sociology, criminal justice, or related field, and five years' relevant experience in supervision of criminal offenders, including three years' experience in staff management.

LICENSURE OR CERTIFICATION REQUIREMENTS:

A valid state of Ohio motor vehicle operator's license is preferred in order to carry out job-related essential functions. Private insurance is required if private vehicle is employed for job-related functions.

Supplemental Information

SCOPE OF SUPERVISION:

The position supervises assigned personnel and carries out managerial duties in accordance with the operation's policies and applicable laws. Responsibilities include planning, assigning, directing work, and appraising performance.

EQUIPMENT OPERATED:

Two-way radios, handcuffs, and ballistic vests.

Vehicle, computer, calculator, copier, fax, telephone, and other general office equipment.

WORK ENVIRONMENT AND USUAL PHYSICAL DEMANDS:

The following physical demands are typically exhibited by the incumbent performing the requirements of the position. While performing duties of this job, the employee regularly exhibits digital dexterity and eye-hand coordination when performing typing and other tasks. The employee frequently sits for extended periods of time, and occasionally stands and walks. Employee converses verbally with others in person and by telephone. Vision demands include close, relatively detailed vision when typing and using a computer screen. Job may involve operating and sitting in a vehicle.

Part-time Employees (Non-Benefits Eligible) (20 hours or less per week): Benefits include Long Term Sick Leave Accrual, Paid Personal Leave, and holiday pay for hours scheduled to work on holidays.

Seasonal Employees: Benefits include Sick Leave accrued at 4.6 hours for every eighty 80 hours in active

pay status. Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status. Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.

Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
