    OVERVIEW

    Assignment

    This Inventory Specialist 1 will support the Fleet Management (NSF) group at the ***. This assignment involves identifying, researching, sourcing, receiving, storing, issuing, and tracking repair parts, materials, tools, and equipment. Such work requires knowledge of the kinds of tools, parts, and equipment in stock and how to locate them, and an ability to identify and issue specific items requested by end users. This assignment will also serve as a parts runner picking up orders in the local area from various vendors and suppliers. They may be required to conduct annual or periodic inventory at various maintenance shops within the BPA service area.

    Organization

    The Fleet Equipment Analysis & Policy (NSFE) organization manages the agency s equipment, services and repairs. This organization ensures the safety and maintenance of all vehicles and equipment that the Government owns. In providing these services, the organization meets agency s needs and provides our customers with the services necessary to keep BPA s equipment maintained and safe.

    The parts group of the organization determines inventory levels, coordinates materials, and provides customer service, parts knowledge and recommendations about parts to our HMEMs within the Fleet organization. This position requires the ability to participate as an organizational representative and interact professionally with, collaborate with and support a variety of customers throughout the agency.

    ASSIGNMENT RESPONSIBILITIES

    Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

    Support a variety of parts and material needs for small electric vehicles, construction equipment to line trucks and aerial devices.

    Perform OEM and aftermarket parts research, VIN/serial number lookup, mechanic support, vendor coordination, order tracking, returns, credits, warranty items, core returns, stockroom organization and inventory control.

    Serve as a parts runner picking up merchandise from local warehouses, manufacturers and retail stores.

    Perform the following:

    Monitor and track parts/material orders;

    Resolve order delays, issues, or client questions;

    Provide recommendations for the improvement of organizational processes, procedures, and practices.

    Receive, verify, stage and keep stock of incoming shipments and materials.

    Check and record the quantity of merchandise for conformity to purchase orders.

    Track items in the stock room through proper organization and labeling.

    Record and report shortages and discrepancies.

    Issue required components and materials as requested.

    Communicate over the phone, in person or through email to coordinate returns, rejections and credits.

    Pickup/Deliver vehicles to/from internal customers or external vendors (i.e. dropping GSA vehicle off at vendor for Upfit, etc.).

    Assist in maintaining a clean, organized, secure and safe parts area.

    Perform data entry and parts and materials research.

    May perform inventory support at BPA shops within the BPA service area on an annual or sporadic basis.

    REQUIREMENTS

    Education & Corresponding Experience (required on matrix)

    High School Diploma or GED equivalent is required.

    Associates or Bachelor s degree in Inventory Management, Inventory Control, Purchasing, Computerized Logistics or related field is preferred.

    With a Bachelor s degree in applicable fields, 6 months of supply chain and/or logistics experience is required.

    With an Associate s degree in applicable fields, 2 years of supply chain and/or logistics experience is required.

    Without a degree or with a degree not in applicable fields, 4 years of supply chain and/or logistics experience is required

    Note: This position may not perform material handler duties (craft) such as operating material handler equipment and/or forklift, working around high-voltage equipment, working with machinery with moving parts, working on scaffolding, motorized buckets, etc.

    Required Technical Skills & Experience (required on matrix)

    3 years of experience in automotive warehouse operations, including OEM/aftermarket parts identification, VIN and serial number research, electronic parts catalogs, Fleet maintenance practices, equipment identification, parts sourcing, vendor coordination, inventory systems and customer support.

    Knowledge of shop safety regulations and emergency procedures.

    Experience with Microsoft Office Suite Software (MS Word, PowerPoint, Excel and Outlook).

    Preferred Skills & Experience (optional on matrix)

    Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

    Policy Development

    BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

    Interpretation of Policy/Regulations

    Only BPA federal employees may determine the applicability and interpretation of regulations.

    CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

    Representing BPA

    Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

    CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
