Job Summary
Provides exceptional student-centered leadership and strategic vision for the college's model of Campus Safety, blending our own campus safety professionals and student workers with Colorado Springs Police Department (CSPD) sworn officers to provide a safe and secure learning environment for all members of the college community, our guests, and neighbors living in the buffer zones adjacent to the college. The director must embrace the college's commitment to diversity, inclusion and equity for all members of our community and utilize these principles to inform all actions, decisions and aspects of the position.
Responsibilities
Department Leadership, Strategy, and Personnel Management
Provides leadership and strategic direction for the College's campus safety, security, and emergency management operations, including the planning, development, execution, and assessment of day-to-day services and the establishment of short- and long-term goals.
Ensures operations are effective, efficient, and highly professional and reflect the values of integrity, respect, teamwork, continuous improvement, and excellence.
Maintains a thorough understanding of the College's mission and strategic plan and mobilizes the department to advance institutional priorities.
Represents the department and the College professionally in interactions with students, parents, faculty, staff, neighbors, contractors, visitors, guests, community members, and, when necessary, the media.
Promotes an inclusive environment and equitable practices across department leadership, programming, recruitment, communications, and staffing; provides opportunities for department personnel to expand their understanding of antiracism terminology and practices; and contributes to the development and implementation of the College's antiracism plan.
Provides supervision, mentoring, training, professional development, performance evaluation, and direction to campus safety personnel, student employees, and volunteers in consultation with Human Resources and in alignment with College expectations.
Campus Safety Operations, Emergency Preparedness, and Response
Directs the College's safety and security operations and ensures the effective execution of standard and emergency protocols.
Administers and enforces College rules and regulations, emphasizing the safety, security, and protection of people and property during responses to and investigations of reported or observed incidents.
Ensures campus safety personnel are trained and prepared to execute the College's Emergency Management Plan and supports an all-hazards approach to emergency preparedness and response using the Incident Command protocols outlined in the plan.
Serves as a key member of the College's emergency planning group, PreEMPT, and participates in threat assessment and behavioral intervention efforts, providing leadership when appropriate.
Identifies and implements measures to mitigate safety and security risks, prevent recurring incidents, and promote continuous improvement through after-action reviews and reports.
Coordinates, directs, and supervises safety and security operations for College special events and shutdown periods, oversees campus parking in collaboration with relevant stakeholders, manages the Fire and Safety Inspection Program, and ensures final inspection reports are completed and provided to the appropriate agencies.
Performs basic patrol functions and other related duties as needed.
Regulatory Compliance, Policies, and Records Administration
Serves as the College's Clery Compliance Officer and ensures compliance with requirements related to campus crime reporting, timely warnings, emergency notifications, emergency response testing, fire safety reporting, missing student procedures, notices to prospective students and employees, and other required policy statements.
Ensures all Campus Security Authorities understand and fulfill their responsibilities and oversees the completion and publication of the College's Annual Campus Safety and Fire Safety Report in collaboration with Communications.
Maintains current written procedures, manuals, training materials, instructions, protocols, standard operating procedures, and emergency operating procedures that align with College policy and applicable laws and regulations.
Maintains and distributes appropriate safety and security records for review and mandatory reporting and communication purposes.
Oversees Memoranda of Understanding, contracts, and agreements with external entities, including extra-duty and Campus Resource Officer agreements with the Colorado Springs Police Department, agreements addressing Clery Act and Title IX expectations, mutual aid agreements with emergency response agencies, and agreements with event security or event management providers.
External Partnerships and Campus Collaboration
Establishes and maintains effective relationships with local, state, and federal law enforcement agencies, the Colorado Springs Fire Department, other emergency response agencies, and relevant professional organizations and associations.
Serves as a liaison between these entities and students, parents, employees, and visitors and provides primary oversight of the Campus Resource Officer through the Colorado Springs Police Department.
Works closely with the College and surrounding community to promote a safe and secure campus environment and maintain positive community relationships.
Collaborates regularly with Residential Life and other campus divisions and departments on safety and security matters, emergency preparedness, emergency response, and the development and delivery of educational programs for students, faculty, and staff.
Represents the department at significant College and community functions, as appropriate.
Department Administration, Financial Oversight, and Continuous Improvement
Prepares, reviews, and controls the department budget and related fiscal matters and authorizes daily expenditures.
Conducts ongoing assessments and reviews of departmental operations, personnel, and technical equipment and recommends enhancements or efficiency initiatives as appropriate.
Troubleshoots operational concerns and uses effective assessment practices to evaluate progress toward departmental goals and objectives.
Oversees safety and security seminars, training sessions, instructional materials, and newsletters for the College community.
Establishes and carries out effective training, professional development, and performance review processes for campus safety personnel while ensuring departmental practices, programs, and resources continue to meet operational needs and applicable College and regulatory expectations.

Minimum Qualifications
One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.
