Contract : 6 + Months
The FAS Solution Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations. This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives

The FAS Solution Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations. This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives
Key Responsibilities:
- Oversee and guide technical implementation of anew Fiscal Agent Services module, as part of the Medicaid Enterprise System(MES) system ·Ensure solutions align with CMS (Centers forMedicare & Medicaid Services) guidelines, MITA maturity goals,interoperability standards, and federal modularity requirements.
- Lead architectural reviews, assess solution implementation,and ensure alignment with enterprise architecture and technical policies. ·Evaluate system integration needs across modulessuch as Eligibility and Enrollment, Provider Services, Third-Party Liability,Pharmacy, and Data Warehousing.
- Provide architectural guidance for systeminterfaces, data exchange standards, APIs, security models, and cloud adoptionstrategies. ·Develop architectural artifacts such as logicaland physical diagrams, data flow documentation, integration patterns, andtechnical roadmaps. ·Collaborate with cybersecurity teams to ensurecompliance with NIST, HIPAA, state security policies, and other applicablecontrols. ·Participate in governance processes, reviewchange requests, and ensure solutions are sustainable and maintainable.
- Provide leadership and guidance to projectteams, business analysts, developers, and external partners throughout thesolution lifecycle.
- Proficiency in architectural modeling, data management concepts, and security best practices
- Excellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non technical audiences
- Experience collaborating with vendors, system integrators, and multidisciplinary teams
- Considerable experience with cloud platforms (Azure, AWS, or equivalent).
- Experience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules
- Strong understanding of MITA framework and federal interoperability requirements
- Considerable knowledge of technologies such as: Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5
- Considerable knowledge of databases, ETL tools, relational databases, SharePoint, X12, and legacy programming
- Knowledge of enterprise integration, service oriented architecture, APIs, cloud computing, ETL and modular system design
- Prior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES)
- Experience in state government, public sector consulting, or large enterprise architecture roles
