Description

The City of Thousand Oaks has an exciting opportunity for an Information Technology Supervisor - GIS Services to join our newly established IT Department. We are seeking a collaborative and innovative individual to lead and supervise our enterprise Geographic Information Systems (GIS) operations, spatial analytics, geospatial data services, and GIS modernization initiatives across the organization.

The Information Technology Supervisor - GIS Services will lead a team responsible for delivering enterprise GIS solutions that support operational excellence, data-driven decision-making, and public transparency. This position serves as a key partner to departments throughout the City by providing technical leadership, project oversight, and strategic direction for GIS programs and technologies.

PRIMARY RESPONSIBILITIES

  • Supervise, mentor, train, and evaluate GIS analysts, specialists, technicians, and related technical staff
  • Lead enterprise GIS initiatives involving ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, enterprise geodatabases, and web GIS technologies
  • Plan, coordinate, implement, and oversee GIS modernization projects, operational improvements, and enterprise geospatial programs
  • Support GIS governance, data standards, intake processes, and prioritization of enterprise GIS requests and initiatives
  • Serve as a strategic partner in enterprise architecture, data governance, organizational change management, business process improvement, and the City's Information Technology Strategic Plan (ITSP) initiatives
  • Oversee enterprise mapping services, spatial analytics, dashboards, reporting tools, and geospatial data management activities
  • Coordinate cross-departmental GIS projects, stakeholder engagement efforts, vendor relationships, and consultant services
  • Support NG911 GIS Data initiatives, parcel management programs, branch versioning environments, field mobility solutions, and public-facing GIS applications
  • Monitor GIS service delivery, project performance, resource allocation, risks, and operational priorities
  • Assist with budgeting, technology procurement, contract administration, ESRI licensing, and enterprise agreements
  • Research emerging GIS technologies and recommend innovative solutions that advance organizational goals

IDEAL CANDIDATE

The ideal candidate should possess:

  • Strong knowledge of ESRI technologies, including ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, enterprise geodatabases, dashboards, Story Maps, and field mobility solutions
  • Knowledge of enterprise architecture principles, systems integration, data governance, and business process improvement methodologies
  • Experience with enterprise GIS modernization initiatives, parcel management, branch versioning, NG911, geospatial interoperability, and GIS governance practices
  • Excellent problem-solving, planning, organizational, and project management skills
  • Strong customer service, communication, stakeholder engagement, and relationship-building abilities
  • Effective leadership, coaching, mentoring, and staff development skills
  • Commitment to innovation, collaboration, continuous improvement, and service excellence
  • A valid Class C California drivers license is required

EDUCATION

A Bachelor's degree from an accredited college or university with major coursework in Geographic Information Systems (GIS), Geography, Geospatial Science, Information Systems, Computer Science, Engineering, Urban Planning, Public Administration, or a related field

EXPERIENCE

Five (5) years of progressively responsible professional experience related to enterprise GIS services, geospatial technologies, GIS analytics, spatial data management, enterprise mapping services, operational modernization initiatives, or related technology and operational functions, including one (1) year of lead or supervisory responsibility.
