Description

The City of Thousand Oaks is seeking a versatile and forward-thinking Information Technology Supervisor to lead the Data & Delivery Services team. This position requires a unique blend of technical expertise, leadership capability, and business acumen to advance enterprise applications, analytics, data services, systems integration, business process improvement, and modernization initiatives across the organization. The successful candidate will work closely with departments, management, and executive leadership to understand operational challenges, identify opportunities for improvement, and deliver technology solutions that create measurable business value.

POSITION HIGHLIGHTS

As a newly established Information Technology Department, we are building a modern, service-oriented organization focused on innovation, operational excellence, and delivering value to the community. This is an opportunity for a leader who is equally comfortable discussing business strategy with department leadership as they are guiding technical teams. The successful candidate will help bridge the gap between technology and operations while shaping the future of Data & Delivery Services for the City.

PRIMARY RESPONSIBILITIES

  • Lead and develop a multidisciplinary team supporting enterprise applications, business analysis, analytics, data services, and modernization initiatives
  • Partner with departments to understand operational challenges, identify opportunities for improvement, and deliver technology solutions that create measurable business value
  • Oversee and guide the development of business requirements, business process assessments, solution strategies, and implementation plans, while providing direct support on complex or high-impact initiatives
  • Oversee enterprise applications, systems integration, interoperability, automation, and data services initiatives that support City operations and strategic priorities
  • Lead and support the development of enterprise data services, information management practices, analytics capabilities, and organizational data accessibility
  • Manage technology projects, vendor relationships, contracts, and service delivery to ensure successful outcomes and alignment with organizational objectives
  • Promote collaboration, continuous improvement, innovation, and customer-focused service delivery across the organization
  • Assist with budgeting, technology procurement, contract administration, and vendor management activities

IDEAL CANDIDATE

The ideal candidate should possess:

  • Strong knowledge of enterprise applications, analytics platforms, business process improvement methodologies, workflow automation, and enterprise technology service delivery, with the ability to align technology solutions with organizational and operational objectives
  • Experience leading enterprise modernization initiatives, operational improvement efforts, analytics programs, governance activities, and cross-functional technology projects that deliver measurable business value
  • Knowledge of enterprise integrations, APIs, interoperability practices, automation technologies, and enterprise data management concepts that support information sharing, operational efficiency, and organizational decision-making
  • Excellent problem-solving, planning, organizational, and project management skills, with the ability to balance competing priorities in a dynamic environment
  • Strong customer service, communication, stakeholder engagement, and relationship-building abilities, with a demonstrated ability to work effectively across all levels of an organization
  • Effective leadership, coaching, mentoring, and staff development skills, with a commitment to building high-performing and collaborative teams

  • A valid Class C California drivers license is required

EDUCATION

A Bachelors degree from an accredited college or university with major coursework in Business Administration, Public Administration, Information Systems, Computer Science, Data Analytics, Management Information Systems, Organizational Leadership, or a related field.

EXPERIENCE

Five (5) years of progressively responsible professional experience related to enterprise systems, business analysis, enterprise analytics, operational modernization, enterprise applications, project coordination, or related technology and operational functions, including one (1) year of lead or supervisory responsibility.
