DUTY 1:
Performs Career Broadening assignments/duties. Performs studies and establishes plans to optimize information technology applications. Performs studies covering the range of IT options available to the Cyberspace Capabilities Center (CCC) for deployment in support of global operations. Evaluates existing systems and capabilities and initiates feasibility studies and cost benefit analyses to determine ways and means necessary to enhance mission performance. From those studies, determines requirements and recommends a best course of action along with proposed alternatives. Evaluates the impact emerging technology will have on business needs and practices and takes into consideration the organizations financial and other resources while developing capital investment plans designed to meet changing IT needs of the organization. Conducts technical research and analytical studies to support IT innovations throughout ACC/Air Force. Prepares justification for reprioritizing funding to support IT enhancements and persuades management to take a specific course of action.
DUTY 2:
In a Career Broadening capacity assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures and interprets policy related to IT activities. Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the area of responsibility. Consults and coordinates with project staff from other
organizations and agencies in developing, revising, interpreting, and modifying policies to ensure application of local activities meet project needs. Keeps abreast of changes in policy direction and assesses impact on organizational business requirements. Conducts audits of IT system development to ensure applicable laws and regulations are complied with, all necessary controls are in place, and systems operate as intended and provide all
necessary capabilities. Reviews system documentation, configuration controls, and contractual aspects to determine compliance with applicable standards.
DUTY 3:
Functions as a senior technical advisor on contract, resource management and budget activities supporting
IT operations. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.
Conducts extensive research and analytical studies and develops specifications, justifications, and economic analysis in support of selection and acquisition actions. Prepares solicitation packages to include statements of work (SOW) or performance work specifications (PWS), technical evaluation criteria, bid schedules, etc., for contracts. Initiates, analyzes, coordinates, and incorporates recommended modifications to the solicitation package to ensure technical accuracy. Coordinates with Contracting Offices to ensure completeness and legal sufficiency. Serves as authorized
representative of the Contracting Office with responsibility for providing technical oversight in the procurement of IT assets and services. Provides interpretation of technical provisions of contracts and recognizes differences between various vendors bids. Formulates life-cycle cost of IT resources and anticipated enhancements/upgrades. Prepares justifications for long range funding submissions.
DUTY 4:
Represents the organization at conferences and meetings and presents briefings. Leads and/or participates in discussions, meetings, conferences, committees or special IT projects. Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with management and user representatives. Consults with officials and working groups, customers and other organization personnel on IT concerns. Prepares reports encompassing long and short range planning strategy recommendations, and presents briefings covering recommendations for acquisition or changes in business practices through enhanced IT use. Maintains liaison with technical and professional organizations and industry to keep abreast of trends in technology. Functions as the CCC leader on Performance and Service Assurance Measures. Responsible for developing, administering and sustaining the commands information technology metrics programs. Independently advise/analyze metrics data and operating
conditions to troubleshoot and correct complex problems and anticipates future problems applicable for CCC-wide IT operations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Mastery knowledge of, and skill in applying, interrelationships of multiple IT disciplines; performance management and measurement methods and tools; project management methods; and advanced IT principles, concepts, methods, standards, and practices for the management, acquisition, and implementation of IT systems throughout the agency and supported organizations. Develops, interprets, and provides expert technical advice on worldwide systems installation, operations and maintenance in support of systems managed by the Cyberspace Capabilities Center, which
includes configurations, requirements, strategies, policies, practices and methodology, both Government and industry. Knowledge of DOD and Headquarters Air Force policy and planning regulations along with its missions, goals, and objectives to prepare IT policies and plans for the CCC. Knowledge to develop IT policies and plans and to assess impact of changed policy and emerging technology on the organizations current IT plans and programs. Mastery of, and skill in applying technical knowledge of IT systems methods, approaches, and management regarding oversight
and performance of hardware and operating configurations, policies, and procedures as applied to the AF/DOD business requirements. Knowledge of managements IT requirements sufficient to render recommendations on development of new IT systems. Technical knowledge of the Air Force and DOD IT systems infrastructures and trends in present and emerging IT systems technology to determine business value of systems and information and impact on IT capital planning processes. Mastery of, and skill in applying, the interrelationships of multiple IT specialties/technical competencies
to manage, acquire, evaluate resources, train, and/or ensure implementation of AF/DOD IT systems, and to serve as a senior focal point for CCC IT systems. Expert IT knowledge of and skill in applying, program development, program maintenance, acquisition, system approval requirements, concepts, techniques, policies, principles, and rigorous security requirements to determine the business value of the systems and their information and performance capabilities. Knowledge of IT systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies, cost analysis review, development investment plans, and recommend a best course of action along with suitable alternatives. Mastery knowledge, and skill in applying, the principles, polices, and practices of IT systems program management throughout the life cycle of development and operation. Applies this expert-level knowledge to serve as a program manager for assigned systems, responsible for the planning, organization, and realization of IT systems acquisition, testing, approval, implementation, and operational functionality. Knowledge of DOD and Headquarters Air Force acquisition regulations and laws as they apply to CCC requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities. Ability to review and consult on IT related contracts and to serve as the technical authority on IT systems and service contracts. Skill and ability to develop new approaches, policy and plans, to establish innovative techniques, identify measurement and evaluative criteria to determine and ensure system effectiveness, and to analyze and resolve highly complex issues and problems. Ability to stay well informed on rapidly changing technology, to evaluate its possible impact on organization missions, and to develop plans to satisfy requirements. Professional skill and ability to speak and write effectively, in order to discuss highly complex and abstract concepts with key government officials, industry officials, and other military and civilian personnel, in any media required, including representation at briefings, meetings, conferences, training sessions, and, as required, exercises.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Advanced knowledge of a wide range of IT principles, concepts, and methods.
Knowledge of system architecture, integration techniques, and testing methods.
Knowledge of the organizations policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
Skill and ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
Ability to maintain an up-to-date awareness of technological advances and predicts how management can meet future requirements.

This position is designated by the Air Force as a testing designated position (TDP) under the Air Force drug testing program. Incumbent will be subject to random testing for drug use.
Air Force space, missile, and/or cyberspace operations experience is highly desirable.
