PRIMARY RESPONSIBILITIES
As part of a team under the general supervision of the assigned manager, the Information Technology Specialist is responsible for analyzing business functions to create specifications for enhancements and identify opportunities for automation; installing, upgrading, troubleshooting and repairing various components of the network environment; and developing effective management information reports. There are four different IT focus areas for this position: Applications Support, Desktop/Device Support, Network Infrastructure Support, and Systems Infrastructure Support.
ESSENTIAL JOB FUNCTIONS:
Every Information Technology Specialist:
- Analyze automated and manual business and technical functions and document specifications for new or enhanced applications.
- Research available off-the-shelf or custom-coded solutions and document equipment capabilities, costs and programming efforts required to implement alternative solutions. Make recommendations and participate in selection of alternative.
- Assist end users in developing and executing user acceptance tests to ensure that vendor and in-house supplied applications and enhancements meet user needs.
- Analyze routine and ad-hoc management information requirements; develop online and paper reports; and create user-friendly access/retrieval methods for senior and mid-level managers.
- Create and maintain simple to complex databases to support special-purpose analytic and reporting requirements.
- Create and maintain technical and user documentation and training to support new or modified applications and procedures.
- Produce plans for assigned projects, negotiate roles and target dates and resources with assigned personnel, and track and communicate progress throughout the project, keeping the project plan documentation up to date.
- Respond to Help Desk calls for PC and applications support; independently troubleshoot and repair problems.
- Updating Help Desk ticketing information including processing help desk tickets, maintaining IT documentation, procedures, and standardized reporting.
- Install and upgrade end-user hardware and network interfaces.
- Install and upgrade application software and provide getting-started training.
- Assist in maintaining data integrity, system reliability, and security.
- Provide support and information for the development of the IT annual budget, project budgets, operating plan, and strategic plan.
Information Technology Specialist - Applications Support Focus:
- Works with common database languages and software packages and other application related activities to support NPU and other supported systems as required.
- Maintains the stability of all applications by managing data backups per business requirements.
- Works with software vendors in management, updating, and configuration of current and new software packages.
Information Technology Specialist - Desktop/Device Support Focus:
- Support the PCs and other IT managed devices (printers, tablets, mobile devices, etc.) provided to the business users for the execution of their jobs.
- Administration of Help Desk software including processing help desk tickets, maintaining IT inventory, procedures, and processes as well as ability to utilize reporting tools.
- Performs end user moves, adds, and changes (accounts as well as equipment).
- Works with assigned manager and end users to understand and develop the specifications for user devices including but not limited to laptops/desktops/tablets. Responsible for the procurement, set up, and configuration of user devices.
- Manage overall mobile device environment - Mobile Device Management (MDM).
- Manage physical access controls system (PACS) for user accounts and equipment inventory.
- Manage camera systems for system administration, configuration, and camera installation.
- Manage end user documentation for companywide reference and use.
Information Technology Specialist - Network Infrastructure Support Focus:
- System and network administrator roles to manage the operation, tuning, upgrades, patches, security, and stability of the IT infrastructure.
- Manage the overall network infrastructure from a design level, controlling how the network landscape needs to be laid out to support the needs of the enterprise, utilize the networks most effectively, and provide the overall base to IT operations.
- Plan and maintain network infrastructure environment via switch maintenance schedule outages for regular patching, and hardware upgrades to maintain functionality and high performance.
- Maintain firewall rule settings, managing network traffic to protect NPU from external threats.
- Maintain inventory of circuits, phones, and number assignments; troubleshoot problems; perform or coordinate repairs; program the switch to route calls, produce reports, etc.
Information Technology Specialist - Systems Infrastructure Support Focus:
- Manage the overall systems infrastructure from a design level, controlling how the systems landscape needs to be laid out to support the needs of the enterprise, utilize the systems most effectively, and provide the overall base to IT operations.
- Plan and operate server maintenance via scheduled windows, ensuring server security and assisting staff in connecting to the server.
- Manage the overall server environment, including the installation, support and maintenance of NPU and other supported servers.
- Design, manage, and operate backups for NPU and other supported servers as per business requirements.
- Manage security protection software and monitor periodic reports for system health and performance.
Other Related Duties:
Every Information Technology Specialist
- Participate in workplace health and safety meetings and works with management and fellow employees to identify and correct health and safety concerns.
- Contribute to overall NPU effectiveness by participating in department-wide employee committees.
- Performs other related duties as may be assigned.
QUALIFICATIONS
Education and Experience:
- Bachelor's Degree in Information Technology or related field and 2 years experience in the Support Focus in information technology.
OR
- Associate Degree or 2 years of college level education in Information Technology or related field and 4 years experience in the Support Focus in information technology.
OR
- 5 years experience of the Knowledge, Skills and Abilities in the Support Focus for the specific posting.
- Requires flexibility to provide after-hours support for critical system issues and/or project deadlines.
- Must provide own transportation and be able to travel to all NPU facilities as needed.
- Must possess a valid State of Connecticut driving license.

Every Information Technology Specialist:

- Ability to "translate" technical jargon and explain technical concepts and constraints to business users.
- Ability to train end users.
- Strong focus on end users as customers and the ability to inspire customer confidence.
- Solid project management skills including the ability to analyze and structure activities and tasks, set priorities, negotiate resources and target dates, estimate effort, track and communicate progress, and bring projects to conclusion on time and within budget.
- Ability to interact with business and technical personnel at all levels within NPU.
- Ability to follow the logical flow of procedures and data as explained by users to automate procedures and organize data to create information
- Solid knowledge of current operating systems, database structures and access methods, and commonly used office applications.
- Demonstrated experience working with a variety of programming languages and methodologies utilized in complex business systems.
- Knowledge of PC and network hardware and software with the demonstrated ability to install, upgrade, troubleshoot, and repair PC's, printers, network interfaces, etc.
- Demonstrated ability to work cooperatively as a team member.
- Ability to work under pressure and react quickly in the event of an emergency or critical system failure.
If assignment is Application Support focused:
- Basic understanding of at least two of the following core business functions: financial accounting and reporting, payroll, billing and collections, cash receipting, inventory and purchasing, metering, or field data collection.
- Ability to administer, configure and "code" applications and interfaces, including enhancements, updates, patches, and outage resolutions.
- Working knowledge to be able to utilize basic Database Administration (DBA) skills, including Logical/Physical data modeling, Database design, performance monitoring and tuning in the support of application systems.
- Working knowledge to be able to perform basic developer tasks, including creation of database objects such as tables, views, stored procedures, triggers etc.
- Knowledgeable as to how to identify and write best possible code in case of new deployments or when rewriting code when migrating to newer version of an application.
- Working knowledge to be aware of potential blocking and/or deadlocking and the ability to write code to avoid these situations.
- Knowledgeable in basic ERP accounting/billing systems structure and functionality.
If assignment is Desktop Device Support focused:
- Considerable knowledge in supporting the PCs being able to deploy, configure, upgrade, maintain, and troubleshoot the operation of these devices.
- Considerable ability to diagnosis and repair PC hardware including working with motherboards, memory, hard drives, power supplies, and other key components of a PC.
- Knowledgeable of other IT managed devices (printers, tablets, mobile devices) to be able to support the deployment, configuration, upgrade, maintenance, and to troubleshoot these devices.
- Strong working knowledge of Microsoft desktop operating systems, including the registry, and an understanding of how Active Directory works.
- Considerable understanding as to how to administer typical software tools operating on PCs, including installations, upgrades, removals, and license management associated with these software packages.
- Ability to remotely support users and to document & troubleshoot reported issues.
- Working knowledge of PC imaging solutions to deploy devices in a uniform and expedient fashion.
If assignment is Network Infrastructure Support focused:
- Considerable understanding of networking concepts: TCP/IP, WAN, LAN, WLAN, MAN
- Ability to configure and maintain Layer2/3 Switches & Routers.
- Ability to perform IP Address management: DNS/Subnetting/VLAN administration.
- Working experience with VPNs, network security, and industry standard firewalls.
- Working experience with network routing protocols.
- Working knowledge of Intrusion Prevention/Detection Systems (IPS/IDS) and Web Filters.
- Working knowledge of VOIP systems.
- Working knowledge of network monitoring systems.
If the assignment is Systems Infrastructure Support focused:
- Basic knowledge of Windows Server administration and maintenance.
- Working knowledge of system backups and disaster recovery capabilities.
- Experience with the installation, support and maintenance of server environments both physical and virtual. Have a basic understanding of server virtualization and experience with industry standard virtualization tools.
- Knowledge and understanding of system architecture to support applications, utilize the networks most effectively, and provide the overall base for IT and NPU operations.
- Working knowledge of email systems, mail transport rules, and email security appliances.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job the employee is frequently required to stoop and bend to work on equipment and printers; lift 40 pounds; drive a vehicle; work outside of normal hours; use their hands to repair equipment, use of a paper feeder, and produce magnetic tapes for backup; use a keyboard 60% of the work day; and have the visual ability to read information on a monitor or printout to determine error messages and programming errors. Employees must have the ability to analyze situations and work under pressure during implementation of new systems and in the event of hardware and software troubleshooting.
