Job Description and Duties

Under the general direction of the Information Technology Manager I within the California Department of Technology, California Network and Telecommunications Program, CALNET Engineering, the Information Technology Specialist II (ITS II) serves as the Project Coordinator for CALNET Program projects and initiatives and leads the coordination and oversight of the Service Level Agreement (SLA) and Data Management/Governance functions. In this lead capacity, the incumbent provides technical direction and coordinates, assigns, monitors, and reviews staff workload and work products related to contractor reporting validation, data analysis, SLA compliance, and contract reporting activities.

The ITS II also serves as the business analyst for assigned CALNET Program projects related to SLA governance, Data Management/Governance, contractor reporting, service delivery oversight, and process improvement. The incumbent identifies and recommends solutions to critical statewide SLA, Data Management/Governance, contractor reporting, and service delivery issues impacting CALNET telecommunications and network services. The CALNET Program manages telecommunications and network service contracts for the State of California and local public entities in support of the program mandates of Government Code section 11541.

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Telework

This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given. Pursuant to Executive Order, effective July 1, 2025, employees in this position will be required to report to the work site a minimum of two (2) days per week, increasing to four (4) days per week effective July 1, 2026. The specific on-site days will be determined by the department based on operational requirements.

Describe how you kept the project on track and ensured it achieved its intended outcome.
  • Describe your experience with contract and vendor management. Explain your responsibilities and how you managed vendor performance, contract compliance, issues, and the overall vendor relationship.
  • Describe your experience analyzing and validating large datasets. Explain how you manipulated the data, resolved discrepancies, and verified the results. Identify the tools, technologies, or platforms you used, such as Excel, SQL, data warehouses, reporting tools, or visualization tools.

  • Experience with SLA governance, including performance standards, service metrics, measurement methodologies, thresholds, reporting requirements, and contractor compliance monitoring.
