Summary:

The position is located administratively in the Training Execution Division of the Office of Antiterrorism Assistance; this position is an office-wide asset. As an expert in information technology the incumbent provides expertise in planning, analyzing, designing, developing, testing, implementing, and maintaining various technologies, to include but not limited to SharePoint, website development, hardware, desktop software, and information management.

Responsibilities:

Essential Job Functions:

  • Collaborates with office-wide system users to ensure that assigned capabilities are delivered for each release as required
  • Leads day-to-day progress of development and testing to ensure that assigned capabilities meet the requirements of office-wide system users 
  • Works with office-wide system users to resolve business/technical issues and dependencies that impact the work of assigned development team
  • Leads demonstration of assigned capabilities in system reviews and briefs new capabilities to be worked in succeeding system designs provides a higher level of troubleshooting in SharePoint and Access/SharePoint linked databases as well as any other training management system (TMS) utilized Identifies and removes impediments and barriers on behalf of development teams
  • Participates and coordinates with senior management to develop and implement IT programs, policies, standards, procedures and guidelines in the areas of information technology, Access/SharePoint linked database and TMS management, knowledge management, and systems, program planning and evaluation, and related activities
  • Provides oversight of SharePoint/TMS administrators and develop processes of SharePoint modules to be added onto existing SharePoint infrastructure
  • Provides guidance to analysts regarding methods and plans utilized to evaluate management and organizational programs
  • Directs and ensures the delivery of administrative and management support through liaison with various Offices on management, programmatic, and IT matters
  • Advises the Office Director and Deputy Director of potential emerging policy issues and the need to formulate appropriate program reporting and responses Interprets and provides authoritative guidance, advice, office-wide training, assistance, and recommendations on IT matters
  • Troubleshoots operational policy questions, develop IT proposals, and make recommendations for resolution
  • Performs special assignments for the Director and Deputy Director Spearheads the formulation of electronic document retention policies that drive business practices on SharePoint 
Qualifications:

Necessary Skills and Knowledge:

  • Capable of defining the overall goals and objectives of IT projects
  • Skilled in preparing action plans, roadmaps, and schedules for various phases of project accomplishment, both short and long-range; ensuring that plans are consistent with program goals, schedules, and policies 
  • Skilled in conducting briefings and preparing comprehensive reports to keep managers and executives advised of project plans and progress and communicating findings and recommendations

Minimum Qualification:

  • Must be a US citizen, and possess or be eligible for a Secret security clearance
  • Specialized experience in the following: SharePoint Designer; Access/SharePoint linked Access database management to include design, troubleshooting, and VBA coding; managing a global IT environment that is dynamic in nature; business process analysis; major computer system implementations; change management; gap analysis; test case preparation; requirements gathering; and a working knowledge of C#, CAML, Java, SQL, and TMS design and implementation.

 

Pay and Benefits

The salary rate for this position is $187,093.00 annually.
