Job Description and Duties
Under the administrative direction of the Deputy Director (CEA) of the Member Offices Division, the Information Technology Manager II (ITM II) works at a mastery level with depth and breadth of legislative business knowledge and expertise, provides leadership in policy management, maintains excellence in customer relationship, product and service management in support of computer systems and services that are critical to the business functions of the California State Legislature and member offices.
The responsibility of the ITM II will include the complete integrity, performance, and reliability of the Legislative Data Center's (LDC) information systems and databases that provide services to the Legislative Branch of the State of California. The ITM II will plan, organize, and direct all operational and project activities associated with the customer relationship management, systems and service management, and IT consulting and support of major computer systems and services that are critical to support the business functions of Member Offices Division. The ITM II will supervise directly, or through subordinate managers and supervisors, a team of information technology specialists overseeing complex mission critical legislative application projects and operational services.
The ITM II will be responsible for concurrently providing assistance on multiple, high-visibility projects requiring the mastery of technical and information technology (IT) project management concepts, principles, and practices. The ITM II will perform project management functions either as a dedicated project director or as a project management advisor/consultant in order to facilitate the successful delivery and completion of projects. The ITM II may be assigned to directly manage one or more projects or may be assigned to provide project management advisory and consulting services to one or more projects. The ITM II will be required to provide oversight, leadership, and direction to staff in support of the delivery of assigned projects. Duties for project work include: providing guidance and oversight of development and maintenance work; establishing processes and documentation for the new system features; coordinating with internal LDC units, legislative customers, contracting personnel and external agencies; and collaborating with executive stakeholders to identify any business constraints and priorities, define strategic objectives, and align solutions with organizational goals. The ITM II is also responsible for management of budgets, contracts, personnel administration, customer support services, and for ensuring systems are available 24x7x365.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
A minimum of 10 years of IT experience performing progressively and responsible for business and technical, analytical, lead role, supervisory, or managerial tasks in support of IT systems and customer services. At least five (5) of those 10 years of experience shall include performing in a lead capacity and/or project manager for highly complex software/web applications.
