Job Description and Duties

Under the general guidance of the Chief Information Officer (CIO), the IT Manager II serves as the senior operational and strategic leader responsible for enterprise IT governance, portfolio management, and operational excellence. This position provides leadership across enterprise Project Management Office governance, financial and operational oversight, business analysis, technology continuity, enterprise architecture standards, and cross-platform integration initiatives. The IT Manager II ensures alignment of technology investments and operations with long-range enterprise objectives and statewide governance requirements while leading subordinate IT managers and fostering cross-functional collaboration.

The incumbent performs work in an open-spaced, partitioned office environment with an assigned office in Sacramento, CA. The office is climate-controlled with natural and artificial light. The incumbent will utilize the computer daily. The incumbent works in an office setting or remotely from home as determined in the DIR Telework policy.

Department Information

The Department of Industrial Relations (DIR) was established in 1927. Its mission is to improve working conditions for California's wage earners and to advance opportunities for profitable employment in California. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers.

Question 1: Enterprise PMO Governance and Portfolio Management

Describe your experience leading enterprise-wide IT governance and project portfolio management. Provide a specific example of how you established or enforced governance frameworks, managed competing priorities across multiple concurrent initiatives, and ensured alignment with regulatory or oversight body requirements. What performance metrics did you use to measure success, and what were the outcomes?

Question 2: Financial Oversight and Strategic Resource Management

Describe your experience overseeing IT financial operations, including budget planning, and resource allocation. Provide an example where you identified a financial risk or inefficiency, developed recommendations to address it, and collaborated with stakeholders to implement improvements. How did you ensure compliance with applicable regulations while maintaining operational effectiveness?
