Job Description and Duties
Do you enjoy working in a fast-paced remote centered environment with variety in your work? The California Department of Insurance (CDI) is seeking a dynamic IT Manger with deep operational knowledge and practical experience applying ITIL framework to run an enterprise-level service desk as well as experience with technical infrastrucutre, supervisory leadership, and IT procurment and resource management.

Under general direction of the Statewide Network Support Bureau Chief, Information Technology (IT) Manager II, the IT Manager I supervises the Los Angeles, Sacramento, and Oakland Server Administration & Help Desks within the client services domain. The incumbent leads a group of technical personnel performing microcomputer and networking support for the California Department of Insurance (CDI) Los Angeles Regional office and the CDI Fraud offices in Santa Ana, Orange, Rancho Cucamonga and City of Commerce. The incumbent performs duties in support of the most complex IT systems and provides high level technical oversight and supervision of technical staff supporting the network environment used by the CDI.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions
The incumbent must be able to work in a high-rise building.
The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.). Travel may include overnight stay.
Overtime will/may be required.

Service Levels: Proven experience establishing, monitoring, and reporting on Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) to optimize customer support operations.
Technical Infrastructure & Distributed Support
Client Domain Technical Knowledge: Strong understanding of microcomputer environments, endpoint security, local network configuration tools, and operating system deployment (Windows11 and M365).
Multi-Site Remote Operations: Experience managing distributed technical support operations across geographically separate regional or field offices (e.g., managing desks across Los Angeles, Sacramento, Oakland, and fraud offices).
Supervisory & Personnel Leadership
Resource Optimization: Demonstrated ability to manage, mentor, and evaluate technical staff under a high-volume ticketing environment while maintaining morale and reducing burnout.
Training & Onboarding: Experience creating structured technical training paths and documentation protocols to eliminate single points of failure on the HelpDesk tier.
Procurement & Resource Management

Statement of Qualifications
Applicants must submit a Statement of Qualifications (SOQ) along with their application. The SOQ is a narrative discussion of your education, training, experience, and qualifications as they relate to the position. The SOQ must be numbered and directly answer the four questions below. Describe your professional experience managing a high-volume IT HelpDesk or Service Desk using the ITIL framework. Provide a specific example of how you used ITIL best practices (Incident, Problem, or Change Management) to resolve a major systemic outage or a recurring technical issue. Explain the metrics or KPIs you monitored to measure your team's success during this period.
As the HelpDesk Manager, you will oversee technical personnel supporting several distinct regional and field offices. Describe your experience supervising distributed, multi-site technical teams. Provide a specific example showing how you successfully balanced workload allocation, maintained consistent service standards across different physical locations, and ensured clear communication channels with remote staff.
HelpDesk environments can require dealing with high-stress situations and escalated client frustrations. Describe your approach to managing difficult client situations and high-level escalations. Provide an example of a time you had to facilitate a resolution between your technical team and an unhappy business client or executive stakeholder, detailing how you restored trust in IT's services.
Describe your experience organizing, assigning, and budgeting for large scale microcomputer or network equipment deployments (hardware refreshes, software rollouts, etc.). Include any experience you have drafting technical justification documents, analyzing IT expenditures, or formatting procurement paperwork in a state or public-sector framework.
