The Opportunity

The York and North Yorkshire Combined Authority is seeking to appoint two Information Compliance Officers to join the Compliance Team within the Central Services Directorate.

 

The Information Compliance Officer is responsible for leading the delivery and continuous improvement of the York and North Yorkshire Combined Authority's information governance framework, ensuring compliance with data protection, information security and transparency requirements.  The role acts as a subject matter expert on information governance, managing complex Freedom of Information (FOI), Environmental Information Regulations (EIR) and Subject Access Requests (SARs), providing expert advice across the organisation, supporting Data Protection Impact Assessments (DPIAs), delivering staff training, and helping to maintain robust information security and data governance arrangements.  Working closely with the Compliance Manager and key stakeholders, the postholder plays a key role in managing sensitive information matters, promoting best practice and embedding a culture of accountability and compliance throughout the Authority.

 

Experience

  • Experience of UK Data Protection legislation and practice, including GDPR.
  • Recent experience in an information governance, data security, records management or compliance role.
  • Experience delivering training and awareness sessions to a range of audiences.
  • Experience working within a confidential and highly regulated environment.
  • Experience contributing to service improvement, efficiency initiatives and process development.
  • Experience building effective working relationships across all organisational levels.
  • Experience working to deadlines, targets and statutory timescales.
  • Experience maintaining accurate records and supporting governance processes.
  • Ability to operate within a politically sensitive and public-facing organisation.

 

Qualifications

  • Literacy, numeracy and ICT qualifications at Level 2 or equivalent.
  • Qualification in Information Governance, Data Protection or a related discipline (desirable).
  • Commitment to continuing professional development and keeping knowledge up to date.

 

Essential Criteria

  • Strong working knowledge of, or the ability to quickly acquire expertise in, data protection legislation, Freedom of Information legislation and information governance practices.
  • Understanding of information security risks, controls and compliance standards.
  • Knowledge of the local government environment and the information governance challenges facing public sector organisations.
  • Ability to manage complex and sensitive information requests, investigations and governance matters.
  • Excellent stakeholder management and relationship-building skills.
  • Strong written and verbal communication skills, including the ability to explain technical or legislative requirements in plain English.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Strong organisational, planning and prioritisation skills, with the ability to manage multiple competing demands effectively.
  • Ability to work independently, use initiative and contribute effectively as part of a team.
  • Strong problem-solving abilities, taking ownership of issues through to resolution.
  • Ability to learn, apply and communicate new information governance and information security concepts.
  • Good IT skills, including Microsoft Office applications.
  • Ability to work flexibly, manage conflicting priorities and respond to information security incidents when required.
  • Politically astute, resilient, impartial and committed to maintaining high standards of integrity and public service.
