Examples of Duties
Duties: This position is responsible for the supervision of the Income Maintenance Training Unit. The unit's responsibilities will include conducting training on existing and new benefit program policy and procedures; providing one-on-one employee training support, and the mentoring of staff in one or more of the following programs: Food & Nutrition, Family & Children's Medicaid, Adult Medicaid, Work First and Childcare Subsidy.
This position has overall supervisory responsibility for all program applications and functions assigned to this unit. This position provides direct second-party reviews, training new and current staff in new procedures, and conducts problem analysis/identification/resolution. This position has indirect responsibility for these tasks by monitoring, training, and supervision of the direct work performed by others.
This position is responsible for planning the short and long-term work operations, establishing priorities, and setting/achieving goals within the assigned unit. This position verifies that unit staff has balanced workloads. This employee will assess and project staffing requirements, equipment, and supply needs, and provide appropriate documentation as well as justification for these requests.
This position reviews quality assurance reports, state computer error printouts, and pulls samples of case records, to approve the integrity of assigned income maintenance programs. This position also assures that line staff adheres to federal and state standards regarding the quality of work required in processing cases. Position is also responsible for assessing staff training needs and arranging for/or providing the needed training. Position will counsel staff regarding work performance issues; formally evaluate the work performance of all unit staff annually; and in coordination with the IM Program Manager; interview and select recommendations of new staff for this team.
Extensive knowledge of one or more of the following programs: Food and Nutrition, Family and Childrens Medicaid, Work First & Childcare Subsidy policies, and procedures is required. This position serves as a resource and must answer specific eligibility questions and interpret policy for case situations and is expected to exercise prudent judgment in all decisions.
Minimum Qualifications
Three years of experience as a caseworker or investigator in an income maintenance program, preferably with one year of supervisory experience; or an equivalent combination of training and experience.
PREFERRED EDUCATION & EXPERIENCE: Four-year degree in a Human Services field and three years of experience in an income maintenance program including one year of supervisory experience in an income maintenance or service program; or an equivalent combination of training and experience.
Knowledge, Skills and Abilities
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of all income maintenance programs, forms, and documents used in determining eligibility. Considerable knowledge of the use of the income maintenance manuals. Considerable knowledge of needs, problems, and attitudes of disadvantaged persons. General knowledge of all agency programs and services. General knowledge of community services and programs which could affect the client/applicant. General knowledge of the budget process. Good mathematical, reasoning, and computational skills. Ability to instruct, organize, direct, and supervise lower level employees. Ability to learn basic supervisory/management skills. Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and to interpret rules and regulations. Ability to present information orally and in written form.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Drivers License.

This position will be required to assist in emergency and/or disaster situations.
