The Business Analyst supports IDOH s Office of Data and Analytics (ODA) in delivering data, analytics, business operations, and data-governance initiatives associated with the Public Health Infrastructure Grant (PHIG).
This position is intended to provide business analysis, data governance, documentation, work management,reporting, and stakeholder coordination support for PHIG related work. The incumbent will translate business needs into actionable requirements; support data mapping, metadata, lineage, data-quality, and governance activities; and improve portfolio visibility through accurate work tracking, documentation,reporting, and stakeholder coordination.
The Business Analyst will serve as a bridge between business stakeholders and technical delivery teams for PHIG-related data, analytics, reporting, infrastructure, and operational initiatives. The position will support the PHIG grant s associated deliverables, timelines, reporting needs, and sustainability objectives.
The incumbent will gather, analyze, document, validate, and manage business and data requirements;facilitate alignment across stakeholders; and maintain the documentation and work-management artifacts needed to move PHIG initiatives from intake through implementation and operational handoff.
The position will provide dedicated support in two interconnected areas:
- PHIG portfolio and business operations support: Partner with the Portfolio Manager and the Business Operations Analysts to support intake, scope definition, requirements documentation, work planning, Azure DevOps tracking, status reporting, risk and issue management, stakeholder coordination, and grant-related project documentation for PHIG initiatives.
- PHIG data governance support: Partner with the Data Governance Team Lead and the Data Governance Analyst to document data definitions, source-to-target mappings, business rules, metadata, data lineage, data ownership and stewardship, data-quality expectations, decisions, and change-control activities for PHIG data assets and related reporting.
The Business Analyst reports to the Director of Data Governance and Business Operations and works closely with the Portfolio Manager, Data Governance Team Lead, Data Governance Analyst, Business Operations Analysts, ODA technical teams, IDOH program areas, grant stakeholders, vendors, and other internal and external partners.
While the position may support adjacent ODA activities when they directly enable PHIG objectives,grant deliverables, shared data assets, or PHIG sustainability, PHIG-related work is the position s primary purpose and priority.
Job Duties
PHIG program support
- Support the planning, implementation, monitoring, documentation, and continuous improvement of PHIG-related data, analytics, reporting, business operations, and data-governance initiatives.
- Work with ODA leadership, program areas, technical teams, and grant stakeholders to define and document PHIG business needs, project scope, deliverables, dependencies, milestones, risks, assumptions, and measures of success.
- Maintain accurate, timely, and auditable PHIG project records, including requirements, work items, decisions, action items, status reports, risks, issues, changes, and supporting documentation.
- Support development of materials needed for PHIG grant management, leadership updates, stakeholder communications, implementation monitoring, and performance reporting.
- Identify dependencies and risks that could affect PHIG timelines, data availability, reporting readiness, project outcomes, or grant deliverables; document and escalate issues through established ODA and IDOH governance channels.
- Support activities that promote the long-term sustainability, usability, governance, and operational adoption of PHIG-funded data and analytics products, processes, and infrastructure.
PHIG data mapping and governance
- Lead or support end-to-end data mapping for priority PHIG data assets, including documentation of entities and fields from source systems through staging, curated, reporting, and analytic layers, as applicable.
- Document PHIG-related business definitions, reference and code sets, business rules, transformation logic, reporting calculations, and data dependencies.
- Coordinate with data owners, data stewards, program subject-matter experts, analysts, engineers, and vendors to resolve data-definition conflicts and obtain documented decisions.
- Support development and maintenance of PHIG metadata, business glossary entries, lineage records, data dictionaries, mapping inventories, and stewardship or ownership assignments.
- Assist with documenting and monitoring PHIG data-quality rules, thresholds, exceptions, remediation activities, and resolution status.
- Develop PHIG governance scorecards and progress reporting, which may include mapping completeness, lineage coverage, glossary completeness, unresolved data-definition issues, data-quality issue severity, and time to resolution.
Requirements
- A bachelor s degree from an accredited university in Information Technology, Computer Science, Public Health, Epidemiology, Statistics, Analytics, Programming, Business or related field; or equivalent experience.
- 2 + years of relevant business analyst and/or project management experience.
- Experience in gathering and documenting business and technical requirements and use cases.
- Experience with participating in and facilitating joint requirements gathering sessions.
