The Position: You'll be working directly with clients of the City's general assistance program screening interviewing investigating and reviewing both new applicants and ongoing cases. You'll evaluate client needs and provide short-term emergency assistance to eligible individuals and families. Minimum requirements are Bachelor's Degree in Human Services or a relevant discipline and two to three years related experience and/or training; or equivalent combination of education and experience. Essential Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties may be assigned.

  • Interact with clients. This includes screening; interviewing; investigating; and reviewing new applicants and ongoing cases. Make home visits; as necessary.
  • Evaluate client needs and develop comprehensive short and long term case plans for clients to return them to self-sufficiency. Provide referrals where appropriate.
  • Provide assistance to clients regarding accessing and applying for various resources. Provides and connects clients to training for and counseling related to for budgeting and other life-skills..
  • Provide information and resource referral for clients; health and social service providers; and the community. Maintain up-to-date information on services; resources; and programs.
  • Act as advocate between clients; vendors; resources; and government agencies.
  • Answer telephones and greet walk-ins. Schedule appointments; as necessary.
  • Correspond and communicate; both in writing and verbally; with clients; vendors; resources; community members; and government agencies.
  • Assist with gathering and/or researching information; as required.
  • Serve on boards and committees; as requested; where involvement would be beneficial to the department; the client base; and/or the community in general. Participate in community groups and various activities; as required.
  • Develop and coordinate various holiday programs.
  • Monitor legislation that impacts public assistance.
  • In the absence of the Human Services Manager; directs administrative support and daily activities of the division.
  • Maintain a thorough knowledge of social service network on local; regional; state; and federal levels. Maintain familiarity with legislative processes; legal and criminal systems; medical resources; and other City departments. Maintain knowledge of relevant health codes and landlord/tenant law.

Customers

City of Keene employees; the public; welfare clients; social service providers; vendors (daily). Public; private; and non-profit organizations (frequently). Educational institutions; medical and legal personnel (occasionally).

REQUIREMENTS

EDUCATION AND/OR EXPERIENCE

Bachelor"s degree; or two to three years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read; analyze; and interpret general business periodicals; professional journals; technical procedures; or governmental regulations. Ability to write reports; business correspondence; and procedure manuals. Ability to effectively present information and respond to questions from groups of managers; clients; customers; and the general public.

COMPUTER SKILLS

Thorough knowledge of social service or similar software. Working knowledge of word processing; database; powerpoint and spreadsheet software. Comfortable accessing the Internet.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference; and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions; percentages; ratios; and proportions to practical situations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written; oral; diagram; or schedule form.

CERTIFICATES; LICENSES; REGISTRATIONS

Valid NH driver's license required.

PHYSICAL DEMANDS

The employee is regularly required to sit; use hands to finger; handle; or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop; kneel; crouch; or crawl. The employee will frequently lift and/or move up to 10 pounds and occasionally up to 25 pounds. Specific vision abilities include close vision; color vision; and ability to adjust focus.
