Responsibilities include processing and monitoring credentials, permits, assignments, recruitment activities, employee leaves, and personnel transactions; maintaining personnel records and databases; assisting employees, applicants, administrators, and university partners; and ensuring compliance with federal, state, and California Commission on Teacher Credentialing (CTC) requirements. The position also supports onboarding, employee communications, fieldwork coordination, and the preparation of reports and correspondence related to personnel administration and compliance.Essential Duties & Responsibilities: Assists employees, applicants, and administrators with human resources processes related to credentialing, recruitment, onboarding, personnel transactions, employee leaves, resignations, retirements, and other employment matters.Reviews, processes, and monitors certificated credentials, permits, waivers, and related applications to ensure compliance with California Commission on Teacher Credentialing (CTC) requirements and assignment authorizations.Verifies transcripts, employment records, and supporting documentation to determine eligibility for credentials, employment, salary placement, and other personnel actions.Provides guidance and information regarding credential requirements, employment procedures, district policies, benefits, and human resources processes.Maintains confidential personnel records, credential files, leave documentation, and employee information in accordance with district policies and record retention requirements.Enters, updates, and monitors employee information within Human Resources Information Systems (HRIS) and related databases, including assignments, credentials, evaluations, leaves, and employment status changes.Assists with employee onboarding and separation processes, including employment documentation, background clearances, employment verifications, resignations, retirements, and related personnel actions.Assists with employee leave administration by tracking leave status, preparing notices and correspondence, monitoring required documentation, and communicating leave requirements and timelines.Coordinates and communicates with employees, administrators, educational agencies, universities, and outside organizations to exchange information, resolve issues, and ensure compliance with applicable laws, regulations, and district procedures.Supports recruitment, selection, fieldwork placements, and university partnerships by processing applications, coordinating communications and logistics, and maintaining related records.Prepares correspondence, reports, audits, forms, and data related to credentialing, personnel administration, recruitment, compliance, and state and federal reporting requirements.Keeps current on changes in laws, regulations, credential requirements, and human resources practices and assists with updating procedures, forms, and systems accordingly.Performs other related duties as assigned.Qualifications: Knowledge and Skills:The position requires a working knowledge of generally accepted personnel management practices, including fair employment practices and laws. Requires working knowledge of the policies and procedures used in the elementary and secondary school environment. Requires a working knowledge of recruitment and employment techniques, methods, and procedures including those for assuring equal employment opportunity. Requires a basic knowledge of the features of job classification, payroll procedures, and employee benefit plans. Requires demonstrated skills at using a personal computer for word processing, tabulating data on spreadsheets, accessing and entering data onto relational databases, verifying numerical and demographic information, and entering information onto established data entry screens. Requires sufficient math skills to compute sums, averages, products, and quotients. Requires sufficient human relation skills to convey technical concepts to others, to deal with private information, to give instructions, and to facilitate discussions in individual settings. Requires language, grammar, and writing skills to prepare professional correspondence, position advertisements, and informational brochures.Abilities:Requires the ability to carry out all aspects of the position.
