Duties

GS- 09

  1. Provides technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training. Collaborates with the senior HRD in training and development activities, if applicable. (25%)

  2. Processes training request forms and training documentation. Updates completed training in Automated Civilian/Military Personnel Systems. Provides guidance to supervisors on planning job-related career development activities. Familiar with self development activities, eligibility requirements. and regulatory requirements. Provides guidance to supervisors in the completion of Individual Development Plans and training documentation. (25%)

  3. Aids supervisors on employee training program requirements. Provides information on available training, clarifies eligibility requirement, and application procedures. Manages the planning and facilitating commercial in-house training. Helps determine and prioritizes training needs assessment. Collaborates with Senior HRD, if applicable, with publicizing local courses and resources training opportunities. (20%)

  4. Conducts training surveys, analyzes the information obtained, and submits recommendations to the Senior HRD or supervisor. Conducts continuing analysis and evaluation of training program effectiveness. Uses various automated data from reports to evaluate funds funds usage and employee progression. Ensures employees and supervisors complete training evaluations. Analyzes training evaluations and makes recommendations on future schools and courses to meet training needs. (15%)

  5. Input training completion in Automated Civilian/Military Personnel Systems. Reviews travel documents, related to training, through automated systems. Creates purchase requisitions related to training expenses. Procures and maintains accountability of training materials. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. (15%)

  6. Performs other duties as assigned.

GS-11

  1. Serves as the States Training and Development Program Manager and advisor to key management on the full range of Human Resource Development (HRD) options for the workforce (Title 32/5 and Active Guard Reserve (AGR)). Provides HRD management advisory services to the senior leadership of the organization, including designing, developing, and evaluating major portions of the organizations HRD program. Provides direct guidance to managers and supervisors on employee development. Has frequent contact with supervisors, managers, and employees regarding short - and long - range training objectives. May provide guidance for Continuation in Service Agreements, and available funding for training fees and travel. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives.

Develops various initiatives through the draft/implementation of state policy, and compliance reviews. Administers new or modified policy, systems, methods, and guidance to determine the impact on training and/or travel of employees. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. These include advising management on responsibilities and assisting in unique career development needs and goals. Advise management on the full range of life cycle functions and assist management in accomplishing their human resources management responsibilities. Collaborates with other HR specialties as it pertains to employee development. Contributes to the establishment of local policies for payment and reimbursement of fees, travel, and training which impact work practices. Maintains individual critical system access through training for employee travel and purchase requisition. May be a travel authorization Reviewing Official (RO) or Approving Official (AO) and travel voucher RO in the Defense Travel System (DTS). (30%)

  1. Coordinates Joint (ARNG/ANG) civilian workforce training requests. Reviews, processes approval, coordinates registration, funds and processes payment of fees, coordinates travel reimbursement funding and approval for all Army NG Employee training requests. This include providing guidance on employee training related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning areas of improvement. (30%)

SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicants educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources programs business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

GS-09

masters or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-11

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
