Palm Beach County Human Resources is seeking an experienced human resources professional to support the Department's human resources needs, serve as the primary liaison with the Library Department, and serve as the Library's Records Management Coordinator by preparing and coordinating records inventories, requests for retention schedules, and records destruction requests, and assisting staff with the records retention process.
The ideal candidate will have strong knowledge of human resources principles and practices, employee performance management, and personnel administration. The successful candidate will be able to exercise independent judgment, interpret policies and procedures, analyze information, communicate effectively, build positive working relationships with employees, supervisors, and other departments, demonstrate strong administrative and organizational skills, and manage multiple priorities while maintaining confidentiality, accuracy, and compliance.
KEY RESPONSIBILITIES
- Serve as the primary liaison between Human Resources and the Library Department, supporting management and staff with HR policies, procedures, and practices.
- Assist with coordination and monitoring of onboarding, new employee orientation, training, and professional development.
- Support recruitment and selection activities, including requisitions, interviews, and the hiring process.
- Assist supervisors with performance evaluations, coaching, corrective action, and performance improvement plans.
- Review Personnel Actions (PAs) and transactions for accuracy and compliance with County policies and applicable laws.
- Coordinate position classification and reclassification requests.
- Support workforce planning, organizational changes, succession planning, employee engagement, wellness, and retention initiatives.
- Prepare and analyze HR reports and metrics related to staffing, turnover, vacancies, leave, training, and other personnel matters.
- Provide guidance and technical assistance regarding HR systems and personnel transactions.
- Collaborate with Payroll, Benefits, Compensation, Risk Management, HR, and other County departments.
- Ensure compliance with applicable employment laws and regulations, including Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and Fair Labor Standards Act (FLSA).
- Perform related duties as assigned.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
- A Bachelor's Degree in Public or Business Administration, Human Resources Management, or related field; minimum of two (2) years of professional or paraprofessional experience in human resources,
OR
- An unrelated Bachelor's Degree; minimum of four (4) years of professional or paraprofessional experience in human resources,
OR
- An Associate's Degree in Public or Business Administration, Human Resources Management, or related field; minimum of four (4) years of professional or paraprofessional experience in human resources,
OR
- An unrelated Associate's Degree; minimum of five (5) years of professional or paraprofessional experience in human resources,
OR
- Graduation from high school or an equivalent recognized certification; minimum of six (6) years of professional or paraprofessional experience in human resources.
PREFERRED QUALIFICATIONS
Preferred qualifications include:
- Experience working in a government or public sector, with knowledge of employment laws and personnel policies,
- Two (2) years of direct employee relations experience,
- Experience coordinating employee engagement, recognition, wellness, retention, or workplace culture initiatives that promote employee satisfaction and a positive work environment,
- Experience working with Human Resources Information Systems (HRIS) and using HR data to prepare reports, and
- Professional certification(s) through the Human Resources Certification Institute (HRCI) or Society for Human Resource Management (SHRM).
