Key Responsibilities

Strategic Advisory & Compliance

  • Provide guidance, direction, and oversight to Newton Correctional Facility management on all human resource matters, including hiring, discipline, scheduling, and position classification.
  • Ensure all actions align with NCF/DOC policies, DAS-HRE administrative rules, and federal/state employment laws.
  • Serve as a member of the NCF Executive Team; prepare and analyze staffing projections, turnover rates, and vacancy data.
  • Prepare formal responses to Civil Rights complaints and inquiries from the Attorney General's office.

Employee Benefits & Support

  • Act as a technical advisor to employees regarding FMLA, LTD, promotions, reassignments, health/dental/life insurance, and deferred compensation.
  • Oversee and coordinate SLIP retirements, assisting eligible employees with paperwork and insurance applications.
  • Explain Workers Compensation payroll procedures, ensuring supplemental pay and leave calculations are accurate.
  • Assist employees with military leave documentation and submission to DAS. Operations & Systems Administration
  • Serve as a Workday Subject Matter Expert (SME) for the Department of Corrections; assist with troubleshooting and training other HRAs on Workday processes.
  • Lead the HR Technical Assistant in the delivery of personnel services.
  • Oversee all personnel and payroll processes within KRONOS, NEOGOV, and Workday.
  • Process bi-weekly payroll and complete M-40s for advanced appointment rates.
  • Conduct NCIC background checks for new hires, promotions, and weapons qualifications.

General Duties

  • Attend regular HR meetings and complete other duties as assigned to support the facility.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a Bachelors degree.
  • A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
