Human Resources Manager
Location: Klamath Health Partnership, Inc./Klamath Falls, Oregon

About the Role
Klamath Health Partnership (KHP) is seeking an experienced Human Resources Manager to lead and support the full scope of HR operations across our organization. This role plays a key part in strengthening employee relations, supporting job satisfaction, and ensuring compliance with federal and state employment laws. The HR Manager oversees recruitment, policy and procedure management, benefits administration, training and development, health and safety, and employee relations.
This is a highly collaborative role that partners closely with leadership and department managers to maintain a positive, stable, and mission‑driven workplace.
Key Responsibilities
HR Leadership & Department Management
- Plans, organizes, and oversees daily HR operations.
- Supports development of HR goals, objectives, and systems.
- Maintains and updates compensation programs, job descriptions, and performance evaluation processes.
Recruitment & Onboarding
- Manages full‑cycle recruitment for exempt, non‑exempt, and temporary positions.
- Oversees job postings, applicant screening, interviews, and hiring coordination.
- Ensures effective onboarding and orientation processes.
- Develops strategies to position KHP as an employer of choice.
- Supports retention efforts and reduces unnecessary turnover.
- Maintains applicant tracking systems and recruitment documentation.
Policy, Compliance & Benefits Administration
- Maintains current knowledge of federal and state employment laws (Title VII, FLSA, NLRA, ADA, FMLA/OFLA/PLO, etc.).
- Serves as a resource for employees and supervisors regarding regulatory compliance.
- Develops, updates, and implements personnel policies and procedures.
- Oversees the Employee Handbook, affirmative action program, EEO‑1 reporting, and compliance logs.
- Administers employee benefits, including enrollments, claims resolution, and annual plan review.
Compensation & Pay Administration
- Collaborates with the CFO on compensation structures and competitive pay practices.
- Supports pay actions, compensation adjustments, and employee education.
Training, Development & Employee Relations
- Ensures job descriptions and requirements remain current.
- Coordinates training programs and development initiatives.
- Supports managers with coaching, corrective action, and performance documentation.
- Assists in resolving employee concerns and workplace conflict.
- Promotes positive communication and strong employee relationships.
Health, Safety & HRIS
- Manages workers' compensation benefits.
- Supports employee health screening tracking (Hep B, TB, etc.).
- Maintains HR records, medical files, and required documentation.
- Oversees HRIS (Paycor)
- Reviews HR reports and recommends process improvements.
- Performs other duties as assigned.
Qualifications
Required
- Bachelor's degree in HR, Business, or related field OR minimum 4 years HR experience.
- Strong understanding of confidentiality and professional integrity.
- Excellent interpersonal, written, and verbal communication skills.
- Ability to train staff on OSHA, HIPAA, and organizational policies.
- Demonstrated teamwork, critical thinking, and collaboration skills.
- Commitment to the mission and values of Klamath Health Partnership.
Preferred
- PHR/SPHR or SHRM‑CP/SHRM‑SCP (or ability to obtain within one year).
- Experience in a healthcare or FQHC environment.
