The City of Lynchburg is seeking an experienced Human Resources Manager to provide strategic and operational HR leadership for the Lynchburg Fire Department.

This position serves as a key liaison between the Fire Department and the City's Department of Human Resources, ensuring compliance with City policies, labor regulations, and best practices while supporting the Fire Department's unique operational needs.

This position is considered essential personnel, which means that it is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

Hiring range depends on qualifications.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.

Duties include but are not limited to:

  • Collaborating with Recruitment Committee/Team
  • Act as a liaison with the centralized Department of Human Resources on human resources matters for the Fire Department
  • Coordinate with the centralized Department of Human Resources on hiring, employee relations, classification, compensation and benefits
  • Support the Fire Department in talent acquisition strategies, including managing the hiring and onboarding process in partnership with centralized Human Resources
  • Advise on and assist with employee relations matters, including investigations, disciplinary actions, and grievance resolution, ensuring alignment with City policy
  • Oversee performance management processes and ensure timely completion of evaluations
  • Collaborating with Human Resources on overseeing FMLA & Workers Compensation processes
  • Monitor compliance with City, state, and federal HR policies and regulations specific to public safety operations in the Fire Department
  • Oversee all promotional processes and serve as a liaison with external vendors and centralized Human Resources

Minimum Education and Experience Required

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Human Resources, Business/Public Administration, or a related field
  • Five (5) years of professional human resources generalist experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Additional Requirements

  • SHRM-CP, SHRM-SCP, IPMA-HR, HRCI -PHR, HRCI-SPHR or similar HR certification or the ability to obtain one of these certifications within one (1) year of employment
  • Experience working in a centralized HR structure
  • Experience supporting fire, police, or other public safety agencies
  • Must be able to maintain strict confidentiality
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position

the City's contribution is based on a rate determined bi-annually by the VRS Board and employees pay 5% of base pay (pre-tax) towards their VRS benefit
