SCOPE OF POSITION
The Human Resources Manager is responsible for implementing and coordinating policies and programs covering the following: employment, labor relations, wage and salary administration, orientation and training, placement, safety, environmental, outside vendors, insurance and health benefits and employee services.

FUNCTIONAL RESPONSIBILITIES
Talent Acquisition & Onboarding
  • Recruits hourly and salaried employees, including screening applications, conducting interviews, extending job offers, and coordinating physicals, drug screens, and background checks.
  • Conducts new employee orientation and ensures proper onboarding procedures are followed.
  • Assists in the development, implementation, and enforcement of HR policies and procedures.
Payroll & HR Administration
  • Approve payroll for hourly personnel and maintain payroll changes for hourly employees.
  • Approve payroll for salaried non-exempt employees and maintain records related to timesheets.
  • Maintains and processes both hourly and salaried employee changes in the HRIS.
  • Oversee HR administrative functions and support staff.
  • Ensures personnel records and HR documentation are maintained accurately and confidentially.
Employee Relations & Labor Relations
  • Manages employee relations programs designed to promote a productive and positive work environment.
  • Serves as liaison between employees, union representatives, and management.
  • Provides guidance to managers and supervisors on employee relations issues including attendance, leave administration (LOA/FMLA), discipline, and workplace concerns.
  • Maintains visibility and accessibility to employees across the facility.
HR Leadership & Compliance
  • Provides direction and counsel to HR staff, department managers, supervisors, and employees regarding HR policies and programs.
  • Ensures personnel matters are handled with integrity, professionalism, confidentiality, and discretion.
  • Keeps current with employment and labor laws and works with the HR Director to ensure compliance with federal, state, and local regulations.
  • Ensures performance evaluations are completed accurately and on schedule.
Benefits Administration
  • Administers employee benefit programs and provides guidance and support to employees and management regarding benefits.
Training & Development
  • Coordinates and conducts required employee training including harassment prevention, workplace violence, and drug and alcohol policy training.
  • Organizes training manuals, reference materials, and evaluation procedures to ensure compliance with regulatory, company, and industry standards.
  • Coordinates CPR and First Aid training.
Employee Engagement & Recognition
  • Plans and organizes employee appreciation events, service recognition programs, and other employee engagement initiatives.
Safety & Compliance
  • Reviews and monitors safety training documentation, policies, and procedures to ensure compliance.
  • Maintains documentation related to safety training and compliance.
  • Participates in internal and external audits including customer, insurance, and regulatory agency inspections (OSHA, DNR, etc.).
Incident Management & Workers' Compensation
  • Coordinates incident investigations and ensures proper follow-up and communication.
  • Maintains safety records and reports monthly safety statistics.
  • Works with management to analyze injury trends to identify prevention opportunities.
  • Manages complex workers' compensation claims and coordinates return-to-work efforts.
Process Improvement & Operational Support
  • Participates in process improvement teams and operational initiatives.
  • Assists with plant protection and security programs.
  • Works with plant leadership to improve operational efficiency and compliance.

MANAGERIAL RESPONSIBILITIES
  • Drives performance systems in the Department by reviewing job performance of all salaried supervisors and technical support personnel through timely, formal appraisals and day-to-day counseling.
  • Develops training and methods to communicate information with all plant personnel
  • Responsible for improving the organizational effectiveness of the leaders by providing training methods. Also responsible to develop the skills of employees to progress through the job classifications.
  • Conducts meetings for all shifts to review information, revised procedures, policies, etc.
  • Provide counselling/coaching with all Management and Supervisors.
  • Manages all activities of the HR Administrator/HR Staff.
  • Manages the Plant Safety Committee and helps facilitate all safety activities within the facility.

KEY WORKING RELATIONSHIPS
  • Regular contact with General Manager to review personnel issues, safety issues, training and development of Management and supervisors.
  • Regular contact with Production Manager and Supervisors on matters regarding employee disciplinary measures, accident investigation reports, new employee hiring, etc...
  • Regular contact and interaction with Shift Supervisors and production employees.
  • Regular contact with Human Resource staff member.
  • Regular contact with Bargaining unit employees.
  • Regular Contact with Union leadership members
  • Frequent contact with job candidates.
  • Occasional contact with other Human Resource Managers at other Facilities
  • Occasional contact with government agencies.
  • Regular communication with corporate office on all matters relating to personnel issues, audits, etc.
  • Occasional contact with outside vendors and outside training groups; hearing testing, CPR/First-Aid AED training, etc.

PHYSICAL DEMANDS
  • Regular time spent in the office and the remaining time is spent in a production setting. Hazards are those normally associated with a Plant position and include: noise levels above 85 decibels, warm building temperature during mid-summer months.
  • Personal and product safety requirements for the plant include: hearing protection, safety glasses, safety shoes and hairnets.
  • Required to maintain communication with second and third shifts through physical visits.

QUALIFICATIONS EDUCATION AND EXPERIENCE
  • Bachelor's degree in Human Resources or business related field or equivalent combination of education and 7-10 year's experience.
  • Three to five years' experience as a Human Resources Manager or senior level Human Resources Representative position.
  • A minimum of three years' work experience with exposure to safety and environmental elements in an industrial setting; experience in flexible packaging industry a definite plus.
  • Must possess knowledge of all segments of the Human Resources field. Continually supplement knowledge with classroom and seminar instruction on related topics.
