The Tenth Judicial District Human Resources Department is seeking a knowledgeable, enthusiastic, and people-focused Human Resources Leaves and Benefits Coordinator to join our team in Ramsey, MN. Our forward-thinking and innovative HR team consists of six professionals supporting 45 judicial officers and just over 350 employees. This position is primarily responsible for processing leaves of absence, retirements, payroll processing and supporting other human resources functions.
This role exercises considerable independent judgment and decision-making and reports to a Human Resources Supervisor (Generalist). The ideal candidate is comfortable working in a professional, fast-paced environment and communicating with employees, supervisors, managers, and judges.
Minnesota's Tenth Judicial District encompasses the eight north metro counties of Anoka, Chisago, Isanti, Kanabec, Pine, Sherburne, Washington, and Wright.
This position works 8:00am - 4:30pm, Monday – Friday (excluding holidays). Initially, the role will be in-person at the Tenth Judicial District Administration Office in the city of Ramsey, MN, with the possibility of a hybrid (a combination of in-office and remote work) after the onboarding period. Travel to other court locations is required.

EXAMPLE OF CORE DUTIES:

- Coordinate and administer employee leaves such as FMLA and Minnesota Paid Leave.
- Coordinate ADA accommodation requests.
- Coordinate and provide consultation for employee retirements.
- Benefits administration.
- Payroll support and processing
- Promote and serve as a resource for diversity initiatives.
- Advisesupervisors on interpretation of labor agreements and human resources policies.
- Assist with performance management process.
- Assist with and conduct portions of new employee orientation.
- Participate in district and statewide HR initiatives and workgroups.
OTHER DUTIES MAY INCLUDE:
- Coordinate recruitment and selection activities, provide consultation to hiring managers regarding selection criteria, recruiting methods, applicant tracking system, candidate screening, interview questions, and reference checks.
- Provide pay recommendations based on analysis of comparable positions and candidate qualifications.
- Coordinate onboarding and off-boarding activities.
- Build relationships with schools, community groups, and individuals to support recruitment efforts; represent the organization at recruitment events.
- Research recruitment and selection trends, best practices, and labor market data; make recommendations.
TYPICAL QUALIFICATIONS:
Minimum Education and Experience:
- A combination of education and experience that demonstrates the required knowledge, skills, and abilities.
Knowledge, Skills and Abilities:
- Knowledge of employee benefits programs leaves of absence (including FMLA, Minnesota Paid Leave and disability), ADA, and workers’ compensation practices and procedures.
- Knowledge of human resources principles and practices.
- Strong analytical and problem-solving skills with attention to detail.
- Knowledge of applicable state and federal laws, rules, and procedures.
- Excellent communication and interpersonal skills.
- Strong proofreading, editing, and formatting abilities.
- Ability to analyze data, prepare reports, and make recommendations.
- Ability to establish and maintain effective working relationships.
- High proficiency in Microsoft Office applications.
- Ability to exercise independent judgment and decision-making.
Preferred Qualifications:
- Formal education or training in Human Resources (e.g., bachelor’s degree, PHR/SPHR, SHRM certification, or professional training).
- Experience in benefits and leaves of absence.
- Experience with Oracle HCM Cloud products.
- Experience in the public sector or a unionized environment.
SALARY:
The expected starting salary range for external candidates is $29.42- $37.55 per hour ($61,429 - $78,405 annually) depending on qualifications. The full salary range for this position is $29.42 - $45.67 per hour ($62,429 - $95,359 annually). This position is non-exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.
