The United States Space Force (USSF) Personnel Analysis and Systems (S1A) at Joint Base San Antonio, Texas is searching for a Human Resources Information Systems Requirements Manager (NH-0201-03, GS 12/13 equivalent).

Description:

We are seeking an analytical, forward-thinking Human Resources Information Systems (HRIS) Requirements Manager to champion digital modernization for the U.S. Space Force (USSF). In this mission-critical role, you will drive the analysis, prioritization, and deployment of cutting-edge HR IT capabilities and system enhancements essential to empowering the Guardians who secure our Nations interests in, from, and to space. Working at the intersection of people and technology, you will partner with cross-functional stakeholders and developers to translate complex operational needs into seamless digital solutions, while delivering expert functional support and troubleshooting to leadership and end users. The ideal candidate is a skilled Human Resources professional holding a Bachelors degree in HR, IT, or a related field, combined with strong experience in Human Resources Information Systems (HRIS) and proficiency in utilizing and troubleshooting Department of War military and civilian HR databases. This individual must excel at retrieving data, performing detailed analyses, and providing technical assistance to system users while maintaining a solid understanding of federal HR principles. Operating with a high degree of independence, they will resolve recurring system issues and collaborate effectively with senior specialists on complex, high-priority projects.

Key Skills and Abilities:

  • Expert technical knowledge of, and skill in applying, advanced Space Force personnel principles, concepts, methods, and practices; engineering concepts; and Space Force personnel management information systems concepts and methods and their interrelationships.
  • Expert knowledge of the theories, principles, practices, and techniques of personnel systems administration and overall knowledge of the objectives, principles, and procedures of HR management.
  • Sound understanding of personnel data systems including available software, equipment configurations and products under development and existing personnel systems.
  • Ability to apply computer system and Human Resource knowledge to situations requiring cause and effect analysis.
  • Ability to communicate effectively, both orally and in writing. Must also be able to work and maintain effective relationships with others.
  • High degree of analytical ability to effectively analyze changes in legislation and policies and determine the impact on existing personnel functions, processes, and actions.

  • U.S. Citizenship Required
  • Employee must be able to obtain and maintain a Secret security clearance.
  • IA Certification is a condition of employment (IA Management Level II). This position includes IA work as a duty requirement. Per DoDM 8140.03, the incumbent of this position must achieve the required IA certification within 6-months.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This PRD has been classified based on projected duties or new mission requirements. The duties within this PRD may be reviewed for accuracy after 12 months of Full Operational Capability of organization identified within this PRD.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/.
  • Incentive is not authorized.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • This position will close after 5 business days or 75 applications, whichever comes first.
