Summary
The Human Resources Generalist II will be responsible for assisting with the daily functions of the Human Resources Department including performing a wide range of administrative, compliance, and employee support functions. This role assists with onboarding, recordkeeping, employment verifications, background checks, and HR file audits, while serving as a resource to employees and departments on HR policies and procedures. The position helps maintain regulatory compliance, supports HR programs and continuous improvement initiatives, and provides critical operational support to ensure efficient and accurate HR service delivery.

Essential Duties and Responsibilities

- Assists in the delivery of personnel policies, HR SOPs, and employee handbook maintenance.
- Acts as a resource to employees, providing employee relations support on issues, guidance on and interpreting company policies as well as assuring that employee perspectives are heard and considered.
- Prepares and delivers internal communication regarding policy changes, updates, or engagement.
- Verifies the information on the CS-5 as submitted by the hiring department. Ensures that selected applicant appeared on an eligibility list.
- Contacts and schedules applicants for criminal background checks, financial credit checks, motor vehicle checks, and DOT/NON-DOT physical and drug screens, when required.
- Sets the hire date with the assistance of the TA team and hiring department.
- Completes all new hire, FMCSA Drug and Alcohol Clearinghouse queries, Commercial Driver License checks, and in-state driver license checks as needed to assist the TA team.
- Handles administrative tasks for onboarding, new hire orientations, exit interviews and day-to-day software maintenance.
- Maintains employee records and ensures certifications are up to date.
- Provides Metric reports as needed.
- Acts as the primary backup for HR Generalist II.
- Maintains current working knowledge of compliance and regulatory concerns, industry trends and best practices.
- Participates in continuous improvement initiatives and metrics.
- Assists with completing VOEs and HR related surveys.
- Develops and maintains affirmative action program, and maintains other records, reports and logs to conform to EEO regulations.
- Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9 for expired documents that require renewal.
- Performing HR file audits to ensure that all required documents are collected and maintained in employee files.
- Assists with special projects.
- Performs other duties as assigned.
Knowledge, Skills, & Abilities:
- Excellent customer service and communication skills, both verbal and written.
- Ability to work in a fast-paced environment.
- Must be able to stay organized and know how to prioritize the workload.
- Ability to work independently and as part of a team.
- Competency with computers and Microsoft Office 365 Suite.
- Advanced analytical skills.
- Proven experience as an HR Assistant or Generalist.
- Understanding of general HR policies and procedures.
- Strong knowledge of employment/labor laws.
- Attention to detail and analytically driven.
- Ability to act with integrity, professionalism, and confidentiality.
- Must have the ability to read, analyze and interpret data and write reports.
- Must have the ability to effectively present information and respond to questions from a variety of applicants and County employees with different functional backgrounds.
- Must have good organizational skills with the ability to prioritize varying duties.
Minimum Requirements
- Bachelor's degree or equivalent.
- Two (2) years of related experience.
- Current and valid Class C driver license required.
Preferred Requirements:
- Degree in Human Resources, Management, Business Administration, or a closely related field.
- Prior HRIS implementation experience.
Physical Demands and Work Environment & Other Requirements
While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
