Position Overview
Join a championing Human Resources team that supports over 2,200 dedicated County employees across 29 departments serving our community. As a Human Resources Consultant in our Employee Relations Division, you'll play an essential role in prompting a positive, compliant, and supportive workplace. This position provides guidance on employee relations matters such as administering FMLA and unemployment processes, and supporting the development and enforcement of HR policies and procedures. Examples of Duties
Administer and oversee the Family and Medical Leave Act (FMLA) program, ensuring compliance with federal regulations and County policies
Review FMLA requests and medical certifications to determine employee eligibility and approve qualifying leave
Monitor FMLA leave usage, track key deadlines, and communicate leave status updates to employees and supervisors
Maintain accurate and confidential employee medical and leave records in accordance with legal requirements and records retention guidelines
Prepare reports and maintain documentation to support FMLA administration and Human Resources operations
Partner with supervisors to implement and monitor Performance Improvement Plans (PIPs) that promote employee success and accountability
Collaborate with supervisors on following progressive discipline, performance management, and corrective action procedures
Track PIP milestones and timelines, ensuring timely follow-up and consistent application of performance management practices
Review and track all unemployment claims to ensure accurate and timely processing
Serve as a resource to employees and management by collaborating with Legal to identify recommendations and best practices for resolving performance-related concerns
Promote a positive and compliant work environment by supporting employee relations initiatives and fostering effective communication between employees and leadership
Minimum Qualifications
Graduation from an accredited four-year college or university and two (2) years of experience in personnel administration in the assigned area, or generalist capacity; or an equivalent combination of education and experience.
Management Preference: SPHR or PHR preferred
Necessary additional requirements: Candidates identified as highly qualified will be contacted by Human Resources via email to complete required testing. A minimum score of 35 net words per minute on the keyboarding assessment is required for further consideration. Candidates who successfully meet this requirement will then proceed to complete four additional Employee Relations-related assessments which include Sentence Clarity, Reading Comprehension, Business Correspondence and Applying Policies.

Knowledge of professional Human Resources principles, practices, and methodologies
Knowledge of County personnel policies and procedures, as well as applicable federal, state, and local employment laws and regulations
Knowledge of personnel administration principles, including employee relations, performance management, and policy interpretation
Skill in planning, organizing, and prioritizing work to effectively manage multiple assignments and meet deadlines.
Skill in gathering, analyzing, and interpreting information to develop reports, recommendations, and process improvements
Ability to exercise sound judgment, make well-reasoned decisions, and consistently interpret and apply policies and procedures
Ability to maintain strict confidentiality while handling sensitive personnel records, medical information, and employee matters
Ability to establish and maintain effective working relationships with employees, supervisors, department directors, and other stakeholders
Ability to communicate clearly and professionally, both orally and in writing, with diverse audiences
Ability to maintain effective personnel programs and to provide data and program accomplishments
Ability to develop, implement, and support effective Human Resources programs that promote organizational goals and employee success
