Job Summary:
Under general supervision, the Human Resources Class/Comp/Recruiting Specialist performs advanced administrative, technical, and analytical duties in support of the City's recruitment, selection, onboarding, and classification and compensation programs. This position is responsible for managing the full recruitment lifecycle, coordinating pre-employment processes, facilitating onboarding activities, maintaining classification and compensation data, and assisting with Civil Service testing and compliance. The Specialist serves as a first point of contact for employees, applicants, and the public and plays a key role in delivering an exceptional candidate and employee experience.
Minimum Qualifications:
- Education: High school diploma or GED required. Associate's or Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
- Experience: Three (3) years of increasingly responsible experience in recruitment, classification/compensation, or human resources operations. Municipal or public sector experience preferred.
- Licenses/Certifications: Valid Texas driver's license. Certification in human resources, safety, or risk management (e.g., PHR, SHRM-CP, ARM) preferred.
Essential Job Functions:
- Manages the full-cycle recruitment process, including opening requisitions, posting positions, reviewing applications, and coordinating communication with hiring managers.
- Sends, tracks, and evaluates pre-employment skills assessments, and authorizes pre-employment drug screenings and background checks.
- Monitors onboarding progress, sends new hire welcome communications, and assists with new hire orientation and wrap-up activities.
- Serves as the first point of contact for general HR inquiries, monitors the HR inbox, and provides timely, customer-focused responses.
- Assists with Civil Service processes, including exam coordination, testing administration, scheduling of Civil Service Commission meetings, and maintaining compliance with Chapter 143.
- Coordinates language testing and assists in organizing job fairs, career events, and community recruitment initiatives.
- Receives and documents citizen complaints and inquiries related to human resources functions and ensures appropriate follow-up.
- Conducts market studies and surveys as needed to assess municipal trends in policy creation, legal compliance, and other functional areas.
- Conducts and supports compensation and classification studies, including data analysis, benchmarking, and reporting.
- Compiles, analyzes, and reports on recruitment metrics to track trends, improve processes, and support data-driven decision-making.
- Performs other related duties as assigned.
Knowledge of:
- Principles and practices of full-cycle recruitment, onboarding, and talent acquisition.
- State and federal employment laws and regulations, including FLSA, FMLA, ADA, and EEO requirements.
- Classification and compensation methods, including job evaluation and market analysis.
- Civil Service processes, testing requirements, and regulatory compliance.
- City policies and procedures.
Skills in:
Managing multiple recruitment and onboarding activities simultaneously with accuracy and attention to detail.
Communicating effectively and professionally with applicants, employees, management, and the public.
Conducting research, analyzing data, and preparing comprehensive reports and recommendations.
Skilled to advanced proficiency in Microsoft Excel preferred. Intermediate to skilled proficiency in Microsoft Word preferred.
Using HRIS, applicant tracking systems, and related software to manage processes and data.
Building collaborative relationships and providing exceptional customer service.
Physical Demands/Work Environment: Work is performed in a standard office environment with low to moderate noise levels. Subject to sitting for extended periods, standing, walking, bending, reaching, kneeling, and lifting and putting away items such as records and office supplies of moderate weight (up to 75 pounds). Work involves interacting with a wide variety of individuals and handling situations with varying levels of emotional intensity.
