Definition
Under general direction of the supervising administrator, performs a variety of advanced, paraprofessional level administrative, technical, and analytical duties in support of the District's human resources functions. Those functions include but are not limited to recruitment and selection, classification, workers' compensation, leaves and absences, health and welfare benefits management, information management, state and local reporting, diversity, equity and inclusion initiatives, and other related duties as assigned.

This role will often serve as Equal Employment Opportunity (EEO) Officer for recruitment processes which includes presenting the training and orientation to committee members, helping committees navigate deliberation conversations and serving as the point of contact for committee chairs. The ideal candidate will champion equitable and inclusive recruitment practices by providing guidance and training to hiring managers and screening committees, monitoring compliance with applicable laws and District procedures, and fostering recruitment processes that are fair, transparent, and welcoming to all applicants. They will enjoy educating others, facilitating discussions, and serving as a trusted resource on recruitment, equal employment opportunity, and human resources best practices.
This position also serves as the Districts lead for professional learning initiatives. The successful candidate will be energized by designing, coordinating, and evaluating professional development opportunities that support employee success, organizational effectiveness, and continuous learning. They will be comfortable presenting information to groups, developing engaging training materials, coordinating events, and building collaborative partnerships across the campus community. Working closely with the Human Resources Technician, the ideal candidate will play an integral role in ensuring recruitments are completed efficiently, accurately, and in compliance with District policies, collective bargaining agreements, and applicable state and federal laws. They will demonstrate exceptional follow-through, proactively communicate with stakeholders, anticipate next steps, and continuously seek opportunities to improve processes and enhance the applicant and hiring manager experience.
Desirable qualifications include experience administering or supporting Equal Employment Opportunity programs, coordinating employee training or professional development, facilitating recruitment and selection processes, interpreting employment laws and regulations, and working within a California Community College or other public-sector environment. Experience with Ellucian Banner HR/Payroll or a comparable Human Resources Information System (HRIS), along with knowledge of California employment laws, Title 5 regulations, and California Community College hiring practices, is highly desirable. The successful candidate is someone who enjoys helping others succeed. They are equally comfortable analyzing regulations, facilitating a workshop for 100 employees, advising a hiring committee on equitable hiring practices, and collaborating with colleagues to continuously improve HR processes. They are proactive, approachable, organized, and thrive in an environment where every day presents new opportunities to learn, solve problems, and make a positive impact.
