Description

Performs a variety of technical personnel duties relating to recruitment, selection, and job placement of gradually increasing scope and complexity, with advancing requirements of initiative and independence of action.

CURRENT VACANCY: One full-time position (12 mos/yr, 8 hrs/day), in the Classified Human Resources Office, at the Administration Center.

Position includes full district-paid benefits for the employee and dependents. Maximum District contribution to the health insurance plan is $34,732.44 per year.

  • Performs job analyses by auditing positions and analyzing their duties and responsibilities for purposes of test construction and validation, writes class specifications and recommends entrance requirements, completes job-related selection plans. Develops special application forms, tests, scoring standards, and rating forms.
  • Contacts district personnel, potential candidates, other employers, community groups and others to obtain or impart information, request raters for examinations, answer inquiries, or explain procedures and regulations. Interviews and counsels prospective employees, applicants, candidates, and eligibles on recruitment and examining matters. Interviews applicants, candidates, and employees to review examination results and disqualifications. Briefs and debriefs interview panels.
  • Constructs tests and assembles test materials in accordance with approved plans. Administers tests and supervises proctors, briefs examination raters, participates in interviews and evaluates candidates. Supervises tests and interviews to assure that procedures are followed and that examination reports are complete and accurate. Scores examinations; calculates cut-off scores, standard scores, weights and item analyses; assembles lists of eligibles. Compiles, calculates, analyzes numerical data, and prepares tables, graphs and narrative presentations.
  • Plans and schedules examinations to provide valid lists of eligibles to meet anticipated vacancies. Secures approval of examination schedule. Formulates or assists in formulating and conducting recruitment and training plans to yield qualified applicants and implements plans by arranging for facilities, equipment, advertising, informational materials, and other details. Screens applications in regard to entrance qualifications.
  • Composes or assists in composing a variety of technical written materials, including procedures, class descriptions, employment examinations, job market trend reports, and Board and Personnel Commission reports. Composes correspondence and responses to questionnaires.
  • Reviews requests for transfer and other in-service transactions, certifies successful candidates to supervisors of vacant positions, and arranges for the processing of new employees.
  • Reviews in-service personnel transactions for compliance with collective bargaining agreements, Personnel Commission rules and regulations, and Board of Education policies and regulations.
  • May need to drive own vehicle to various sites within and outside the district to conduct work, participate in workshops, training programs, interview panels, and meetings.
  • Assists with compliance of all state and federal programs.
  • Performs other duties as assigned.

Employment Standards

Minimum Requirements:

Six months of full-time experience as a civil service testing technician, or one year of generalist technical personnel work, or four years of increasingly complex and responsible employment coordinating the work of others.

Desirable Qualifications:

  • Graduation from an accredited college or university, preferably including courses in public administration, psychology, personnel management, testing, statistics, and labor relations.
  • Written and oral proficiency in a second language.

License or Certificate:

A valid state of California Class C drivers license and use of a personal vehicle to visit work sites and attend meetings.

Other:

  • Willingness to work evenings, Saturdays, and early mornings as testing requires.

Probationary period: 130 days of paid service.

After an offer of employment, a candidate must submit proof of freedom from tuberculosis. Also required after an offer is accepted, the candidate must complete a pre-employment physical examination and obtain fingerprint clearance through the Department of Justice and the Federal Bureau of Investigation (district-paid). The onboarding process includes legally mandated training(s) and reference checks. In addition, pursuant to Senate Bill 848 (SB848), the district is required to conduct reference checks that include inquiry into whether the applicant has ever been the subject of a credible complaint, investigation, or disciplinary action related to child abuse, sexual misconduct, or sexual harassment.

Benefits for permanent employees who work 4 or more hours per day include medical, dental, vision and life insurance.

Salary: The beginning and ending salary steps are shown on each examination announcement. Permanent employees with satisfactory service receive salary increases upon completion of their probationary period and at one-year intervals thereafter, up to the maximum rate.

Holidays: Regular classified employees are entitled to pay for authorized holidays, provided they were in a paid status during any portion of the working day immediately preceding or succeeding the holiday.

Sick Leave: One day of sick leave earned per month, accumulation is unlimited.

Retirement: All new employees who work half time or more must become members of the California Public Employees Retirement System and the Federal Social Security program. Contributions are withheld from salary. Employees may become eligible for retirement at age 50 with a minimum of five years service.

Examination Process: A review of the applicants experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the district will be invited to participate in the next step of the examination process. The examination process will consist of one or more related test parts covering any subject matter appropriate to the duties of the position. Qualified applicants will be advised of the test components and weights prior to the administration of the first test part.

Eligibility List: Candidates successfully completing all phases of the application and examination procedure will be ranked on the appropriate eligibility list according to their total examination scores. This list is normally in effect for one year.

Classification: When a vacant position is to be filled, the top three reachable ranks from the eligibility list are contacted for employment interviews. The supervisor of the vacant position will interview those candidates and may make a selection from any one of them. Depending on the vacancy, current employees in the same classification who have a transfer request on file, may also be interviewed. New employees must serve a six-month or one-year probationary period, depending on the classification involved.

Fingerprint Requirement: California state law requires that all classified employees be fingerprinted. Candidates are responsible for paying the fees.

Certificate of Tuberculosis Examination: New employees must furnish proof that within the last 60 days they have had a Mantoux tuberculin skin test.

Accommodation: In compliance with the Americans with Disabilities Act, applicants with disabilities may request that reasonable accommodation be given related to the actual examination process. Requests must be made at the time of application.

Physical Examination: Employees must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. As a condition of employment, all prospective new hires must receive District approval relating to their fitness to work based on a physical examination. Tests must be given by a District-approved physician.

Mandatory Child Abuse Reporting Training (AB1432): As a state requirement, all prospective employees of the district are required to complete the Mandated Reporter Educators Training course, prior to their start date of employment. The training must also be completed annually thereafter.
