Under the supervision of the Human Resources Director and general direction from the Human Resources staff, supports the day-to-day operations of the Human Resources Department by assisting with moderately complex administrative tasks, employee services, and HR programs. Responsibilities include maintaining personnel records in a digital format, assisting with recruitment and onboarding activities, utilizing a variety of software platforms to complete tasks, coordinating wellness administrative functions, supporting training and employee communications, and providing general support related to benefits, auditing, and policy administration. Incumbent contributes to efficient HR operations and a positive employee experience while ensuring accuracy, precision, organization, and a commitment to confidentiality. Work is reviewed through observation of work in progress, and written reports for results obtained and adherence to established policies and procedures.

 

EXAMPLES OF ESSENTIAL FUNCTIONS

 

  • Scans and imports personnel records, employment credentials, performance evaluations, and various human resource documents into Laserfiche and other shared directories or platforms.

  • Assists with varied document preservation projects and archiving, requiring proficiency in the use of related software and knowledge of document retention schedules.

  • Assists HR staff with recruitment, pre-employment and onboarding activities and tasks; enters new hire documentation into applicable platforms, such as NeoGov, UKG, and/or ADP.

  • Takes the lead with processing public records requests in a timely manner; follows through with requestors as applicable (e.g., law firms, insurance agencies).

  • Administers monthly random drug testing notification process for Police and DOT employees, ensuring databases of affected employees are audited regularly.

  • Completes monthly P-Card reconciliations timely for approval and submission.

  • Takes the lead with Wellness Program purchases, inventory control, and communications; coordinates reimbursement submissions to CIGNA and maintains accurate records and spreadsheets associated with this function.

  • Provides administrative support to Wellness Ambassadors through the maintenance of related spreadsheets and resources.

  • Assists with updates to the department’s Internet and Intranet pages.

  • Produces letters, memos and reports using various software programs; may assist with sending items through FedEx, Certified Mail, or similar.

  • Uses Canva and similar platforms to create flyers and a variety of promotional materials.

  • Participates in, and initiates, pay and benefit surveys, compiling information received in Excel, Word, or other databases.

  • Maintains primarily digitized filing systems and ensures accuracy in recording and storing documents for retrieval.

  • Provides general information and directs visitors; may answer phone calls and provide information.

  • Retrieves, opens, sorts, and distributes incoming mail and departmental correspondence.

REQUIREMENTS

  • High School Diploma or equivalent; supplemented by a minimum of two (2) years progressively responsible administrative experience and public contact similar to the duties outlined herein. Must have excellent typing skills and proficiency with a varied range of software applications such as those identified in this job description. Must be highly attentive to detail with the ability to produce precise, quality deliverables.

  • Human Resources experience preferred; local government experience highly desirable.

  • Must possess a valid State of Florida Driver license.
