    Description

    Under general supervision, of the Human Capital Management Manager:

    • Serves as Human Resources Agency Coordinator for classification plan compliance & selection assessment functions (e.g., provides consultation on classifications, researches & analyzes duties to determine appropriate classification, prepares & maintains position descriptions (e.g., creates, edits, organizes, & processes), recommends approval of position descriptions, acts as representative for job audit process, etc.).
    • Conducts job analyses, develops/assists in developing selection instruments, develops pass point scores, conducts validation studies, documents results, & researches & makes recommendations for assessment policies & procedures.
    • Works with internal (IC staff, etc.) & external (e.g., DAS, other agencies) staff regarding issues affecting IC positions & classifications.
    • Performs recruitment & selection activities for agency; prepares & enters online vacancy announcements, screens applications for minimum qualifications, prepares interview packets & coordinates with hiring managers to schedule interviews, reviews & suggests interview questions, participates on interview panels & determines scores, pass point scores & scoring criteria, notifies selected candidates & makes tentative offers, gives hiring process status updates, coordinates background checks & pre-hire drug screening, completes reference checks, generates & distributes appointment letters to employees.
    • Processes and enters ePAR's in accordance with PA Manual and centralized agency process (e.g., researches, types, verifies accuracy of information, ensures proper documentation; obtains signatures, enters into OAKs, forward ePAR's to Assistant HR Director & files appropriately).
    • Coordinates exit process for agency (e.g., retirements, terminations, resignations, proclamation certificates, exit survey's etc.).
    • Ensures agency practices & processes are compliant with Ohio laws, administration rules, provisions of the collective bargaining contract, & EEO procedures.
    • Assists supervisor as needed in carrying out advanced human resources activities.
    • Provides work direction to lower-level HCM staff & interns, as needed.
    • Coordinates new hire orientation.
    • Provides assistance with creating & maintaining agency reports.
    • Serves as a liaison with the Department of Administrative Services & other state agencies, boards, & commissions. Coordinates & provides administrative support & assistance with ePerformance (e.g., training, monitoring & tracking supervisory compliance); coordinating with DAS on ePerformance initiatives.
    • Maintains proper documentation & record retention of files, forms, & other Human Resources Documents.
    • Provides weekly reports & other Human Resources documents.
    • Attends &/or participates in training to stay current with State & Federal laws regarding personnel issues.
    • Travels off-site as necessary.

    3 yrs. exp. in human resources.

    • Or completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
    • Or 1 yr. exp. as Human Capital Management Analyst, 64612.
    • Or equivalent of Minimum Class Qualifications For Employment noted above.
