Job Summary
Under general supervision, performs a wide range of administrative, clerical, and technical Human Resources duties in support of City departments, the Human Resources Director, and staff. Assists in the administration of personnel policies, employee services, compliance programs, and Human Resources operations.
This position supports Human Resources programs and processes including records management, recruitment processes, training coordination, workers' compensation documentation, and regulatory compliance activities under the direction of the Human Resources Director and Senior HR Specialist.
Typical Duties
? Responds to and assists in resolving employee and applicant inquiries regarding personnel policies, procedures, and employment-related matters
? Maintains and updates Human Resources software systems, databases, and filing systems; ensures accuracy, organization, and confidentiality of personnel records
? Reviews documentation for accuracy, completeness, and compliance with established policies and procedures
? Processes Personnel Action Forms and related employment documentation; assists in maintaining accurate employee records
? Assists applicants and employees with completion and processing of Human Resources forms and required documentation
? Performs, records, and reports exit interviews; maintains related documentation and records
FMLA / Medical / Workers' Compensation Support
? Tracks and maintains Family Medical Leave (FMLA) documentation and related records; supports compliance with applicable regulations
? Assists in the review, organization, and filing of confidential medical reports, functional capacity evaluations, disability ratings, and workers' compensation documentation
? Maintains confidential employee medical and workers' compensation records in accordance with policies and legal requirements
? Refers issues or disputes related to return-to-work or modified duty programs to the Human Resources Director as appropriate
? Provides administrative and documentation support for FMLA and workers' compensation processes under the direction of the Senior HR Specialist or Director
Training / Orientation / Coordination
? Schedules, organizes, and supports new employee orientation and training activities; ensures materials and resources are available
? Coordinates training schedules, tracks attendance, and maintains training records
? Assists in preparation of materials for training sessions, meetings, and departmental activities
Safety / Risk Support
? Supports safety and risk management activities; does not serve as primary coordinator of safety programs
? Supports compliance with safety regulations and assists in implementing corrective actions as directed
? Assists with administration of random drug testing programs and related documentation
Administrative / Operational Support
? Assists in the attainment of departmental goals and objectives and supports implementation of departmental plans and initiatives
? Gathers and prepares data for reports, studies, correspondence, and recommendations
? Coordinates activities with departments and external agencies to support Human Resources operations
? Maintains departmental records and prepares required reports
? Participates in software updates, system conversions, and process improvements
? Responds to and assists in resolving complaints, issues, and inquiries in accordance with policies and procedures
Minimum Qualifications
? High school diploma or GED equivalency plus one (1) year of experience providing administrative support functions; or equivalent combination of education and experience
Licenses and Certifications
? Valid New Mexico Class "D" driver's license

Physical Requirements
Work is performed primarily in an office environment with frequent use of computers and standard office equipment. Duties require prolonged sitting, standing, walking, repetitive hand and wrist movements, and occasional lifting and carrying of files, training materials, and supplies weighing up to approximately 20 pounds. Position requires occasional travel to City facilities, accident scenes, and job sites to conduct inspections, investigations, and safety assessments.
Working Conditions
Work is performed primarily in an office environment with periodic exposure to outdoor weather conditions, construction sites, industrial environments, and accident scenes while conducting inspections and investigations. Position requires frequent interaction with employees, supervisors, medical providers, regulatory agencies, and the public. Occasional evening work, emergency call-outs, and travel between City facilities may be required. Position is subject to applicable City policies regarding drug and alcohol testing.
