Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor''s degree and experience equivalent to substantial (five or more years of) increasingly responsible and varied full-time professional human resources work; OR four years of increasingly responsible professional general human resources experience with the State of Tennessee.

Substitution of Education for Experience: Additional graduate coursework in human resources administration or other related acceptable field may be substituted for the required experience, on a year-for-year basis, to a maximum of two years.

Substitution of Experience for Education: Qualifying full-time professional human resources experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.

Necessary Special Qualifications: None.

Examination Method: Education and Experience, 100%, for Preferred Service positions. For Executive Service positions, Minimum Qualifications, Necessary Special Qualifications, and Examination Method are determined by the appointing authority.

Overview

The Administration & Talent Management (Admin & TM) department plays a key role in the overall workforce experience and supports TennCare''s strategic priority of TennCare being a great place to work. Operationally, Administration & Talent Management is comprised of 4 units and 29 employees. The department includes Human Resources, Talent Management, Facilities, and Contractor & Asset Management.

The HR Manager 2 plays a strategic leadership role within Administration & Talent Management department. Reporting directly to the Human Resources Director this position plays a key leadership role in advancing enterprise-wide strategies, organizational effectiveness, and workforce transformation. This position supervises one HR Generalist responsible for day-to-day operations of position management including reclassification request analysis, equity and assignment differential compensation requests. The role is critical to maintaining operational efficiency, compliance with state policies, and alignment with TennCare''s workforce goals.

Responsibilities

  • Directly supervise one Human Resources team member by establishing performance expectations, providing coaching and development, and fostering a collaborative, customer-focused, high-performing work environment.
  • Lead agency classification and compensation programs, ensuring consistency, equity, competitiveness, and compliance with applicable policies and regulations.
  • Partner with the Department of Human Resources Classification/Compensation Division and agency leadership to support workforce, compensation, recruitment, retention, and career development strategies.
  • Conduct job analyses, classification studies, position reviews, and organizational assessments; develop recommendations related to classification, compensation, position management, and organizational design.
  • Analyze compensation trends, labor market data, and workforce metrics to support strategic workforce planning and informed decision-making.
  • Partner with the Human Resources Director to develop and implement strategic workforce initiatives aligned with agency priorities.
  • Lead and support organizational effectiveness and workforce planning efforts, providing consultation to executive leadership on organizational structure, workforce optimization, and human capital challenges.
  • Participate in the development and implementation of HR policies, programs, and practices that promote operational excellence and employee engagement.
  • Support leadership team project management activities by tracking deadlines, coordinating communications, and facilitating stakeholder engagement.
  • Maintain accurate and confidential position and personnel data through data entry, record management, document verification, and electronic file maintenance.
  • Utilize Microsoft Office and other business applications to perform daily administrative functions.
  • Respond to customer inquiries via phone, email, and Microsoft Teams, providing accurate information and timely resolution of issues.
