HR Compliance Specialist II

The HR Compliance Specialist II serves as the primary regional based subject matter expert for wage and hour compliance, timekeeping administration, and payroll governance across multi-state operations. Acting as a critical liaison between Legal, Human Resources, Payroll, Time & Attendance and Operations, this role ensures the consistent application of federal, state, and local labor laws through proactive auditing, risk assessment, corrective action management, and operational guidance.

This is a full-time, exempt position based in Jamaica, New York.

The expected base salary range for this role is $70,000 to $83,000 per year.

Actual compensation within this range will be determined based on factors such as the  relevant experience, skills, education, and internal equity.

• Conduct comprehensive monthly audits of timekeeping, scheduling, and payroll records to ensure compliance with federal, state, and local wage and hour laws, collective bargaining agreements where applicable, and company policies.
• Evaluate manager-initiated timekeeping adjustments, including punch edits, overrides, missed punches, retroactive entries, and exception handling, to identify compliance risks and ensure accurate employee compensation.
• Audit meal and rest period compliance, attestation records, and related documentation to proactively identify trends, mitigate risk, and support corrective action efforts.
• Serve as the primary compliance resource and escalation point for assigned region operational leaders regarding complex scheduling practices, overtime management, pay adjustments, and workforce administration issues.
• Lead the implementation and operationalization of changes in labor and employment regulations, including state and municipal wage laws, predictive scheduling requirements, and other emerging statutory obligations.
• Design and deliver mandatory training sessions for frontline managers and supervisors on FLSA requirements, off-the-clock work prevention, and state meal/rest break regulations.
• Provide ongoing coaching and guidance to leaders on compliant timecard approval practices, documentation requirements, and workforce management processes.
• Initiate and lead investigations related to wage and hour concerns, payroll discrepancies, scheduling complaints, and labor compliance violations, ensuring appropriate resolution and documentation. 
• Partner with Legal, Human Resources, Payroll, and Operations to support regulatory audits, agency inquiries, litigation support activities, and administrative claims by preparing analyses, documentation, and corrective action recommendations.

• Minimum 3 years of experience in workforce compliance, payroll administration, human resources, payroll, time and attendance, or workforce management or related field required.
• Working knowledge of the Fair Labor Standards Act (FLSA), prevailing wage requirements, and applicable federal, state, and local labor and employment laws governing wage and hour practices.
• Demonstrated ability to interpret regulations, assess risk, and apply compliance requirements within a dynamic operational environment.
• Strong investigative, analytical, and problem-solving skills with the ability to identify root causes, evaluate impacts, and recommend sustainable solutions.
• Excellent written and verbal communication skills with the ability to influence and educate stakeholders at all organizational levels.
• Proven project management and organizational capabilities, including managing multiple priorities, meeting deadlines, and driving cross-functional initiatives.
• High attention to detail and commitment to accuracy in reviewing records, analyzing data, and maintaining documentation.
• Ability to exercise sound judgment and make independent decisions regarding compliance matters and operational risk.
• Advanced proficiency in Microsoft Office applications, particularly Excel, including PivotTables, VLOOKUP/XLOOKUP, data analysis, and reporting.
• Experience working with timekeeping systems, payroll platforms, HRIS systems, and workforce management applications.
• High School Diploma Required

• Ability to travel up to 50% of the time.
• Primarily office-based role with extended periods of sitting and computer use
• May require occasional standing, walking, and light lifting (up to 15 lbs)
• Ability to work in a fast-paced environment with tight deadlines, especially during payroll cycles
