Description / Position Overview

Human Resources Business Partner

The City of Colorado Springs Human Resources team is excited to announce opportunities to join our team as a Human Resources Business Partner.

We are seeking HR professionals with strong expertise in employee relations, workplace investigations, and employment law who enjoy partnering with leaders to navigate complex workplace challenges and support a healthy workplace culture.

In this role, you will serve as a trusted advisor to leaders and employees, helping resolve workplace issues, guide policy application, and foster a fair, respectful, and productive work environment.

Human Resources Business Partner $85,525.56 - $102,671.74 Annually - 2026 City of Colorado Springs Salary Schedule

This position is subject to budget required furloughs to be implemented in the 2026 calendar year, and any furloughs subsequently approved.

About the Role

Human Resources Business Partners work closely with assigned departments and HR Centers of Expertise (COEs) to deliver strategic and operational HR support. While the role supports many HR functions, there is a primary emphasis on employee relations and workplace investigations.

You will partner with leaders to address workforce challenges, ensure policies are applied consistently and fairly, and support a positive workplace culture where employees can succeed.

Key responsibilities include:

  • Serve as a trusted advisor to department leaders on employee relations matters and HR best practices
  • Conduct workplace investigations and support resolution of employee concerns and conflicts
  • Guide leaders through disciplinary actions, corrective actions, and performance management
  • Provide interpretation and guidance on HR policies, employment law, and workplace procedures
  • Facilitate difficult conversations and mediate workplace conflict to strengthen working relationships
  • Partner with HR Centers of Expertise to implement programs related to compensation, classification, talent management, and workforce planning
  • Track and analyze employee relations trends and recommend proactive solutions
  • Deliver coaching and training to leaders on workplace conduct, investigations, and performance management
  • Support organizational changes by advising leaders on workforce impacts and communication strategies
  • Contribute to citywide HR programs and initiatives

Knowledge of

  • Federal, state, and local employment laws and regulations
  • Best practices in employee relations, workplace investigations, and conflict resolution
  • Principles and practices of human resources management

Ability to

  • Conduct thorough, impartial, and well-documented workplace investigations
  • Navigate complex employee relations issues with tact, discretion, and fairness
  • Advise and coach leaders on applying policies and employment law in real-world situations
  • Facilitate difficult conversations and mediate workplace conflict
  • Build strong partnerships with employees and leadership
  • Manage competing priorities while exercising sound judgment

Minimum Qualifications

  • A Bachelors Degree from an accredited college or university with major coursework in business administration, human resources, or related field
  • Three years of full-time professional experience specifically in employee relations, workplace investigations, conflict resolution, or related HR functions involving the interpretation and application of employment law and organizational policies
