GENERAL STATEMENT OF DUTIES

Position performs complex professional personnel work in the administration of the human resources program in the areas of benefits and recruitment & selection, within the Human Resources Department.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class demonstrates analytical skills by successfully handling complex issues related to benefits administration and recruitment and selection. The employee exercises judgment and discretion in applying and interpreting personnel and departmental guidelines; communicates effectively with employees and with management on a one-to-one or group basis; makes and communicates decisions; works independently. Work requires frequent and regular contact with customers both inside and outside of direct reporting relationship. The purpose of the contact is to address specific issues and/or general policies. Work is performed under the general supervision of a Human Resources Manager.

DUTIES AND RESPONSIBILITIES

Essential Duties and Tasks

  • Administers assigned functions, such as recruitment and selection and benefits administration.
  • Collects and analyzes statistical data in assigned functional area(s).
  • Tracks trends and developments in assigned functional area(s).
  • Conducts studies, performs research, and prepares reports.
  • Reviews, interprets, and recommends policy and procedure improvements.
  • Participates in working groups and committees.
  • Provides training in assigned functional area(s).
  • Performs other duties as assigned.

Recruitment and Selection

  • Administers the recruitment and selection process in the County applicant tracking system.
  • Recommends and coordinates selection procedures with departments; creates advertising in various sources.
  • Reviews and analyses applications for minimum and/or preferred qualifications and determines if qualifications have been met; answers questions from applicants on qualifications and procedures; refers qualified applications to department for interviewing and selection process.
  • Works with the hiring manager to create interview questions.
  • Serves on interview panels to provide objective feedback on candidates and ensure the process is equitable and legal.
  • Conducts and/or coordinates drug tests, reference checks and background investigations.
  • Assists in facilitation of training on recruitment and selection best practices.
  • Conducts exit interviews.
  • Attends job fairs.

  • Thorough knowledge of departments served, county policies and procedures, Human Resources processes, laws, trends, and general statutes affecting Human Resource administration.

Typical Qualifications

Minimum Qualifications

Graduation from a four year college or university with a major in Human Resources Administration, HR Management, Public Administration, Business Administration, Management Information Systems, or a closely related discipline and three years of progressively responsible experience in Human Resources; OR an Associates degree in with a major in Human Resources Administration, HR Management, Public Administration, Business Administration, Management Information Systems, or a closely related discipline and five years of progressively responsible experience in Human Resources OR; High School Diploma or GED and seven years of progressively responsible experience in Human Resources.

Preferred Qualification

Experience in a centralized governmental Human Resources Department.

Physical Demands

An employee in this position must be able to physically perform the basic life operational functions of kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. The employee must be able to perform light work exerting up to 10 pounds of force routinely and/or in excess of 20 pounds of force occasionally to lift objects.

Working Conditions

Workspace consists of a normal office environment. No adverse environmental conditions.

May Require Driving

This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid drivers license and that the driving record is compatible with the countys driving criteria.

If a personal vehicle is operated for county business proper insurance is maintained as per Guilford Countys vehicle use policy.
