MDHA employs over 300 staff members, has a budget of $215 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.
Position Summary
Under the direction of the Director of Compliance and Risk Management, the Housing Risk & Insurance Analyst supports MDHA's enterprise risk management program by coordinating insurance claims, analyzing loss trends, and advancing housing risk mitigation strategies across the agency's affordable housing portfolio. The analyst serves as a primary resource for insurance and risk analytics, synthesizing incident data, benchmarking industry practices, and preparing reports and dashboards that inform leadership decisions and strengthen organizational resilience.

Minimum Qualifications
Bachelors degree in accounting, Business, Public Administration, Finance, or a related field; equivalent combination of education and relevant experience may be considered.
Minimum five (5) years of experience in HUD housing programs, Multi-Family Housing Compliance experience preferred, HAP reconciliation, or a closely related field.
Demonstrated experience with TRACS and HAP voucher processing.
Preferred Experience, Knowledge, Skills, and Abilities
Interpersonal Skills
Strong written and verbal communication skills, including the ability to explain complex regulatory issues clearly.
Program Knowledge
Experience with HUD-assisted housing programs; knowledge of PBRA, Housing Choice Voucher/Section 8, LIHTC, HOME, and RAD. Public sector or quasi-governmental agency experience, particularly in affordable or public housing.
Resilience
High level of accuracy, attention to detail, and follow-through. The ability to perform work with or without accommodation requires the ability to sit, stand, and walk; dexterity of the hands; clarity of vision, speech, and hearing; the power of observation; and other physical duties as required. Excellent organizational, administrative, and documentation skills.
Software Proficiency
Professional certification or progress toward certification in risk management, insurance, or related fields (e.g., ARM, CPCU, CRM).Experience with Yardi or similar property management/incident tracking systems in a housing environment. Experience developing dashboards, KPIs, or analytical summaries using Microsoft Power BI or comparable tools
