Description

The City of Oxnard's Housing Authority is seeking a Housing Finance Officer. Under the direction of the Executive Director or designee, the Housing Finance Officer is responsible for developing, implementing, monitoring, and coordinating the financial operations of the Housing Department, including purchasing activities. The position establishes and maintains appropriate internal controls, oversees financial policies and procedures, and supervises assigned staff.

The Housing Finance Officer performs administrative and governmental fund accounting in accordance with Generally Accepted Accounting Principles (GAAP) and is responsible for complex accounting, financial reporting, and budget management. The position also performs other related duties as assigned.

The successful candidate will possess professional-level experience managing and supervising a comprehensive accounting and/or finance operation with a budget exceeding $40 million, including demonstrated experience in budget preparation, accounting, financial reporting, and auditing.

Candidates should also have comprehensive knowledge of governmental accounting principles and practices; U.S. Department of Housing and Urban Development (HUD) financial reporting requirements and regulations; public housing and Housing Choice Voucher (HCV) programs; federal procurement and contract administration principles; REAC reporting requirements; Uniform Administrative Requirements; and Single Audit Act requirements.

WHAT YOU'LL DO:

  • Plan, implement, manage, and oversee all financial operations and daily activities.
  • Monitor cash flow, debt, and credit.
  • Develop, maintain, and enforce financial policies, procedures, and internal controls. Conduct routine reviews to ensure processes remain effective and current, and that internal controls are consistently implemented in compliance with professional standards and applicable HUD, state, and federal regulations.
  • Draft, review, and update vendor contracts.
  • Maintain a central repository for contracts, manage renewals, and track deliverables.
  • Act as the primary point of contact for vendor performance issues and internal stakeholders regarding contract requirements.
  • Prepare accurate monthly, quarterly, and annual financial reports and statements.
  • Ensure compliance with audits, regulatory requirements, and applicable federal, state, and local laws (including HUD and GAAP).
  • Oversee accounts receivable, accounts payable, payroll, benefits, and general ledger functions.
  • Maintain and review all Authority bank accounts and financial records.
  • Prepare and manage the annual budget in collaboration with the Executive Director; monitor revenues and expenditures, and report on key trends.
  • Conduct financial forecasting, analysis, and strategic planning.
  • Administer investment activities and advise on excess funds.
  • Supervise Finance Department staff, including assigning work, training and evaluating performance.
  • Monitor accuracy of payroll records.
  • Establish and maintain organized recordkeeping and reporting systems.
  • Prepare staff reports, memos, and communications to support decision-making. Make presentations to City Council.
  • Coordinate with departments on budget development and monitor budget performance.
  • Stay current on legislative and regulatory changes affecting financial operations.
  • Assist with external audits and special projects as directed
  • Oversee financial reporting for projects, including capital outlays, and ensure proper accounting of all funds.

PAYROLL/CLASSIFICATION TITLE:

Administrative Services Manager

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Administrative Services Administrator/Supervisor in that it serves as a second level supervisor over multiple units and/or functions providing oversight of daily operations and directing work flow.

SUPERVISION EXERCISED/ SUPERVISION RECEIVED:

Incumbents oversee the conduct of performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervise management, professional, paraprofessional and support staff, as assigned. Receives general direction and exercises direct and indirect supervision over assigned staff.

WORK SCHEDULE:

The normal work week is Monday through Thursday, 8:00 am to 6:00 pm, and alternating Fridays, 8:00 am to 5:00 pm. Depending on the work assignment, staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment, but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Essential Functions

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Oversee the conduct of performance evaluations, training, hiring, discipline and termination procedures as well as directly supervises management and staff.

  • Plans, manages and oversees daily operations of assigned units and/or functions; directs and oversees the implementation of goals and objectives.

  • Conducts and participates in departmental staff meetings and meetings with other departments, City leadership and the public; interprets policy and regulations; serves as a City representative and provides consultation, guidance, and issue resolution related to assignment area.

  • Reviews and/or prepares a variety of reports, statements, regulatory documents, policies, procedures and/or study analyses; analyzes information and recommends and implements decisions and processes.

  • Develops, implements and monitors adherence with policies, procedures, standards and applicable laws and regulations.

  • Participates in the development and management of assigned budget; monitors expenditures and budget compliance; prepares forecasts and recommendations related to resource requirements.

  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications

EDUCATION:

  • Bachelor's degree in business administration, finance, accounting, or a related field

EXPERIENCE:

  • Six (6) years of journey-level professional experience in an area related to the assignment and two (2) years of supervisory experience

LICENSE/CERTIFICATION:

  • Valid California Class C License

Retirement Contributions:

New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.

Vacation/Annual Accrual Rates:

Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.

Administrative Leave:

Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

Deferred Compensation:

The City contributes 1% of employee salary to a 401(a) plan of its choosing.

Retirement Health Savings

The City contributes 1% to a retirement health savings account.

Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

Health and Dental:

Employees can choose from a variety of medical plans provided by the City. The Citys contribution to medical coverage is outlined below:

Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance.

Holidays:

The City observes 12 holidays per year

Life Insurance:

City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

Tuition Reimbursement:

Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.
