General Description

The Orange County Housing and Community Development Department has an opening for a HCV Housing Specialist. An employee in this class administers services for low- and moderate-income Orange County residents that are participants of the Housing Choice Voucher (HCV) Program. A Housing Specialist may be assigned to any functional area within the HCV Program, but will likely have responsibility for annual and interim recertifications, as well as portability clients and revenue reporting/reconciliation. Work includes coordinating annual certification for the HCV program, performing client interviews to determine eligibility and program compliance, and making referrals to human services resources.

Work is performed under limited supervision by the division Manager. Does related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

Graduation from a regionally accredited or recognized college or university with a Bachelor's Degree in Social and/or Political Science, Sociology, Urban Planning, Business Administration, Community Development, Counseling, Social Work or closely related field AND two (2) years' direct work experience in housing or social services programs; OR

Graduation from a regionally accredited or recognized college or university with an Associate's Degree in Social and/or Political Science, Sociology, Counseling, Social Work, Urban Planning, Business Administration, Community Development or closely related field AND four (4) years' direct work experience in housing or social services programs; OR

Graduation from High School or General Educational Development (GED) test equivalency AND six (6) years of years' direct work experience in housing or social services programs, of which three (3) years must be direct work experience in the Housing Choice Voucher Program; OR

An equivalent combination of education training and experience. A higher degree does not substitute for work experience.

SPECIAL REQUIREMENT

Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
