General Description
DISTINGUISHING FEATURES OF THE CLASS
The work is primarily responsible for leading the three principal programs of the Orange County Partnership to End Homelessness (OCPEH): 1) Housing Helpline team that provides housing service referrals and Coordinated Entry for people experiencing housing crisis or homelessness; 2)the SSI/SSDI Outreach, Access and Recovery (SOAR) program that provides persons living unsheltered with assistance in applying for important benefits, and; 3) the Rapid Rehousing program, which assists clients exiting homelessness with short-term rental assistance and light case management.
An employee in this class works within the Orange County Partnership to End Homelessness OCPEH) Division, which provides information and resources for people to maintain their housing or obtain new housing when they are experiencing a housing crisis. An employee in this class will collaborate extensively with staff in the Partnership to End Homelessness, and Housing Choice Voucher Divisions, as well as other members of the Housing Department team.
Work is performed under the general direction of the OCPEH Manager with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision over others is required of this position. Position does related work as required.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor's degree AND two (2) years of professional experience working with housing programs and funding streams at the Federal, State and local levels, working at the policy level on housing research and best practices, customer service, and/or call center AND two (2) years of work experience in the direct supervision of staff.
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
SPECIAL REQUIREMENT
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
All offers of employment are conditioned upon successful clearance of a background check. Employment cannot commence until the employee has been cleared.
