Location: Olympia, WA - This position offers a flexible, hybrid work schedule and may be performed remotely. Travel is required for training, meetings, and conferences, including occasional out-of-state travel (approximately 1-3 times per year) and periodic in-state travel.

The Opportunity:
As the Home Visiting Workforce and Professional Development Analyst, you will support statewide system development for the Home Visiting Services Account and the Maternal, Infant, and Early Childhood Home Visiting program. You will lead planning, development, and coordination of workforce initiatives that include recruitment, retention, onboarding, compensation, succession planning, and professional development for Washington's home visiting workforce. Success in this role requires knowledge of home visiting program activities, allied professional workforce strategies, adult learning principles, grant structures, and workforce development frameworks.
You will manage contracts with key partners, coordinate multi-phase projects, navigate state and regional relationships, convene stakeholders, and provide expert consultation to inform leadership decisions. Working closely with the Home Visiting Manager of Policy and Systems and the Strengthening Families Washington Administrator, you will guide the development and implementation of a statewide workforce plan that strengthens orientation, training, and competency development for home visiting professionals who support families across Washington.
Some of what you will get to do:
Develop and manage contracts that support professional development for home visitors, supervisors, administrators, and system partners.
Ensure all contracts are performance based with clear outcomes, accountability measures, and complete documentation of scope, deliverables, compliance requirements, and corrective actions.
Review and approve contractor invoices and conduct strong fiscal monitoring.
Create and maintain an annual calendar of contracted training, prevent scheduling conflicts across contractors, and communicate training availability to Home Visiting Services Account funded programs.
Coordinate the twice annual All Home Visiting Program meeting, convene the planning committee, recruit training, and evaluate meeting outcomes.
Develop and implement a statewide workforce development framework.
Create and guide a strategic workforce plan and carry out activities that support the framework.
Research and recommend strategies to improve ongoing workforce data management.
Collect and analyze data to support workforce planning and system improvement.
Participate in and inform DCYF professional development and workforce related workgroups.
Participate in external professional development workgroups.
Engage regularly with Start Early Washington regarding professional development and the Washington State Home Visitor and Supervisor Core Competencies.
Develop communication materials and Washington specific workforce materials.
Coordinate and implement stakeholder engagement activities.
Support stakeholders in utilizing workforce materials and resources.
Contribute to the creation of pathways that strengthen workforce development and professional growth for home visitors.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Master's degree in early childhood, Education, Public Health, Social Work or related field.
Knowledge of adult learning principles, training and coaching as it applies to early learning practitioners, which include practitioners with high school diplomas through masters degree educated practitioners.
Knowledge of educational and workforce systems and policies as it related to supporting a field to have strong pre-service training, in-service training, coaching, supervision, feedback and performance assessment.
Ability to utilize various communication strategies in sharing, gathering and reporting out information include written and print materials and oral presentations.
Ability to manage complex projects, organize, prioritize and complete work within required timelines.
Ability to build relationships with diverse partners and stakeholders.
Ability/willingness to travel for meetings within Washington State, and occasionally national travel if required.
Preferred knowledge and experience in home visiting or other human service-related field.
Experience in administering contracts in a state agency including personal services, interagency and vendor contracting.
Experience working on projects funded by federal grants, including documenting, monitoring and reporting progress on approved project activities.
Knowledge of infant mental health endorsement and competency, reflective practice, reflective supervision and trauma-informed care.
Knowledge and understanding of survey design and evaluation.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
