Schedule: Monday–Friday, with flexibility for occasional evenings/weekends and after-hours issues

Genuine Care Home Health Aid Agency LLC is a growing Pennsylvania home care agency serving older adults, individuals with disabilities, and families who need dependable non-skilled support at home. 


We are looking for an experienced, organized and compassionate Home Care Agency Administrator to lead day-to-day operations, maintain regulatory compliance, strengthen caregiver staffing, and help grow the agency's patient census. 


The ideal candidate will be comfortable working in a fast-growing environment and will combine healthcare operations, compliance, staffing and customer service skills. 


Position Summary 


The Administrator will have responsibility for the day-to-day administration and operation of the agency, including caregiver recruitment and onboarding, patient intake, scheduling, quality assurance, documentation, compliance, payer requirements, referral coordination and staff management. 


The Administrator will work closely with ownership to increase patient census and develop systems that allow Genuine Care to grow while maintaining high standards of service and compliance. 


Key Responsibilities 


Operations & Administration 


  •  Manage daily operations of the home care agency. 
  •  Maintain efficient systems for patient intake, scheduling, caregiver assignments and service delivery. 
  •  Monitor patient census, authorized hours, staffing capacity and service utilization. 
  •  Respond to patient, family, caregiver and referral-source concerns. 
  •  Maintain agency policies, procedures and operational standards. 
  •  Coordinate office operations from the Harrisburg location. 

Regulatory Compliance
 
  •  Maintain compliance with Pennsylvania Department of Health requirements and applicable home-care regulations. 
  •  Ensure required caregiver hiring and personnel documentation is complete before caregivers are assigned. 
  •  Oversee required criminal-history/background checks and applicable child-abuse clearances. 
  •  Ensure required health screening/TB documentation is completed. 
  •  Ensure direct-care workers meet applicable competency requirements before assignment. Pennsylvania's current home-care regulations specifically require agencies to address interviewing, references, criminal-history/clearance requirements, competency and health screening. 
  •  Maintain accurate patient and caregiver records. 
  •  Prepare for and participate in regulatory surveys and corrective-action activities. 
  •  Conduct routine personnel-file and compliance audits. 
  •  Maintain required consumer documentation and notices. 

Medicaid / Managed Care / Payer Operations
 
  •  Manage payer-related operational requirements. 
  •  Work with UPMC Community HealthChoices and other applicable payers. 
  •  Monitor authorizations, service hours, billing documentation and claim issues. 
  •  Coordinate with EVV systems and ensure service documentation supports billing. 
  •  Track denials, missed visits, utilization and reimbursement issues. 

Caregiver Management
 
  •  Recruit, interview and onboard caregivers. 
  •  Maintain caregiver personnel files. 
  •  Verify references and required screening documentation. 
  •  Coordinate caregiver competency requirements. 
  •  Maintain caregiver availability and staffing schedules. 
  •  Monitor attendance, punctuality and service quality. 
  •  Address caregiver performance and patient-service issues. 

Patient & Family Services
 
  •  Oversee new patient intake and admission. 
  •  Ensure services match authorized care plans and documented needs. 
  •  Maintain communication with patients and families. 
  •  Monitor satisfaction and complaints. 
  •  Coordinate resolution of service problems. 

Quality Assurance
 
  •  Conduct regular chart/personnel-file audits. 
  •  Monitor service delivery and documentation. 
  •  Identify compliance gaps before they become regulatory problems. 
  •  Develop corrective actions when needed. 
  •  Track KPIs and report results to ownership. 

Growth & Referral Development
 
  •  Work with the marketing/referral coordinator. 
  •  Develop relationships with hospitals, nursing homes, rehabilitation facilities, physicians and care managers. 
  •  Support census-growth initiatives. 
  •  Follow up on referrals promptly. 
  •  Monitor referral conversion and active patient growth. 

Required Qualifications
 
  •  Bachelor's degree in healthcare administration, business, human services, nursing or related field preferred. 
  • 3+ years of healthcare/home-care/health-services management experience preferred.
  •  Experience with home care, home health, Medicaid, managed care or community-based services strongly preferred. 
  •  Strong knowledge of healthcare documentation and compliance. 
  •  Experience managing caregivers or healthcare personnel. 
  •  Excellent organizational and communication skills. 
  •  Strong computer and documentation skills. 
  •  Ability to work independently and solve problems. 
  •  Ability to maintain confidentiality and handle sensitive patient information. 
  •  Must be able to pass applicable background screening and meet agency requirements. 

Preferred Experience
 
  •  Pennsylvania home care agency experience. 
  •  UPMC Community HealthChoices experience. 
  •  Medicaid/CHC billing and EVV experience. 
  •  Experience with home-care scheduling software. 
  •  Experience preparing for Pennsylvania Department of Health surveys. 
  •  Experience developing referral relationships. 

Compensation
 
Salary: $60,000–$80,000 annually, based on experience and qualifications.
