Job Description

The Client is seeking an experienced Technical Assistance Specialist to support the North Carolina Health Information Exchange Authority (NC HIEA). The selected candidate will lead technical assistance and integration efforts involving healthcare participants, Electronic Health Record (EHR) vendors, and health information exchange systems.

This role will be responsible for supporting and maintaining technical infrastructure, managing data integrations, analyzing clinical data, developing complex queries, and ensuring the stability and performance of healthcare data exchange applications and platforms.

Key Responsibilities

• Lead technical assistance efforts for healthcare participants and EHR vendors implementing, improving, and maintaining data integrations.
• Support and monitor technical infrastructure for NC HIEA and SAS environments, ensuring system availability, stability, and performance.
• Manage change orders, bug fixes, system updates, and enhancements for the NC HealthConnex Clinical Portal.
• Develop and maintain complex SQL, SAS, and InterSystems HealthShare queries for data analysis, validation, reporting, and exploratory data analysis.
• Validate data extracts, monitor ETL job streams, and support data transformation and loading processes.
• Perform technical analysis across complex EHR integrations and healthcare data exchange environments.
• Analyze and document clinical workflows, business processes, technical requirements, and data specifications.
• Work closely with data architects, developers, analysts, clinical stakeholders, and other cross-functional teams to ensure data quality and system reliability.
• Support analytic and outbound data services and develop reports based on internal and external business requirements.
• Ensure compliance with HIPAA and other healthcare regulatory requirements related to EHR systems and Health Information Exchange (HIE).
• Develop training materials and end-user reports related to clinical data and clinical system workflows.

Required Skills and Experience

• Minimum of 5 years of experience with SQL, SAS, and InterSystems HealthShare.
• Minimum of 5 years of experience working with EHR systems and clinical healthcare data.
• Strong knowledge of EHR architecture, HL7 v2 messaging, and C-CDA standards.
• Minimum of 5 years of experience with ETL processes, data validation, data transformation, data extracts, and business reporting.
• Strong understanding of Health Information Exchange (HIE) data standards, formats, and interoperability requirements.
• Experience with HIPAA and healthcare regulatory compliance.
• Experience leading complex technical analyses involving EHR integrations and cross-functional teams.
• Strong understanding of IT architecture principles, technical designs, and specification documents.
• Excellent written and verbal communication skills with the ability to communicate effectively with both technical and non-technical stakeholders.
• Experience analyzing and documenting clinical processes, workflows, and technical requirements.

Education

Bachelor's degree in Computer Science, Information Technology, Health Informatics, or a related field. Equivalent professional experience may be considered.
